General Description
This is a clerical position involving responsibility for the preparation, & verification, of a sizeable, complicated payroll for a major department serving 500 or more employees, including verifying time bank data, and adding or deleting personnel from the payroll. Frequent exercise of independent judgment and a high degree of decision making are required of employees in this class. Supervision is received from higher level personnel and wide latitude is allowed in the performance of duties. Direct supervision is exercised over a staff of clerical employees. Related work is performed as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY IS REQUIRED WITHIN ONE YEAR OF HIRE
Typical Work Activities
+ Prepares and processes PASS forms for any personnel/payroll changes making notations of additions and deletions on time sheets and in department data base;
+ Prepares accurate and timely transmittal forms to update the payroll, reviewing military orders and physician statements for leaves of absence, half pay sick leave, etc.;
+ Processes all retirement and resignation paperwork, removes employees from the department’s active roster, and calculates and verifies hours and dollar amount for final paycheck;
+ Calculates hours and dollar amount for holiday pay, on-duty injuries, comp. time, military leave, personal leave, and out-of-title pay;
+ Updates, maintains, and processes leaves of absence and medical records for all on and off duty-related absences in a computer program and on transmittal forms;
+ Attends monthly medical management meetings;
+ Completes State Disability Retirement paperwork for possible duty-related injury retirements;
+ Completes C-2 and C11 forms for non-sworn personnel with duty-related injuries;
+ Reviews medical assessment forms from medical personnel to update files and status for placement on limited duty, return from limited duty, etc.
+ Reviews hours and dollar amounts to file report and furnishes correct information to data processing;
+ Calculates and processes overtime and comp. time on a daily basis;
+ Receives, reviews, verifies, and processes corrections to time cards, time banks, overtime slips and the payroll exception reporting system;
+ Files records of personnel actions, and other supporting payroll documentation;
+ Operates computer terminal and personal computer to retrieve information, updates databases, prepares reports, spreadsheets, and correspondence;
+ Leads monthly departmental vacancy status meetings;
+ Prepares hiring documentation, such as PARF’s, hiring freeze waiver requests, etc., for signature;
+ Trains, supervises and assigns work to unit clerical staff;
+ Process special payments, such as those for educational attainment, military and jury duty, clothing allowance, mileage forms, vacation accruals, etc., as well as retroactive payroll adjustments;
+ May calculate and request payroll advances.
Minimum Qualifications
+ High School Diploma or GED, PLUS:
+ Five (5) years of clerical experience, two (2) of which shall have been in processing/or assisting in the processing of a payroll for a department serving 500 or more employees;
