    S ummary

     

    MTA Construction and Development (MTA C&D) is actively seeking a Program Director to support its Corporate Audits division , which facilitates, coordinates, and tracks various internal and external audit engagement, response, and reporting activities related to MTA C&D capital projects, business functions, and legal/regulatory requirements. T he Director will oversee and direct Corporate Audit activities with a primary focus on audit liaising, audit response, and facilitating the implementation of numerous audit-related corrective action plans . Th e position resides within MTA C&D Operations a nd report s to MTA C&D’s Vice President / Program Executive, Corporate Audits.

    Responsibilities

    Serve as a primary point of contact to MTA Audit Services and MTA Corporate Compliance in relation to MTA C&D-relevant audits, investigations, and corrective action plans.

     

    During the investigatory phase of audits, c oordi nate and lead discussions between the auditing team and MTA C&D staff , and support MTA C&D staff in responding to inquiries and satisfying requests for information (e.g., the collection, delivery, and retention of requested records).

     

    Work with MTA C&D staff to validate audit findings, iden t i f y contributing factors, and ensure proposed corrective actions are not only actionable but aligned with current business strategies, organizational structure, and workflows.

     

    Directly engage with auditors to reconcile audit inaccuracies, negotiate proposed solutions, and advocate MTA positions with the goal of ensuring alignment of public commitments with business strategie s, resource constraints, and budget priorities .

     

    Manage and coordinate with MTA C&D staff to prepare detailed, data-driven written responses to audit findings and subsequent reports.

     

    Identify audit-finding trends and r ecommend strategic solutions to drive the resolution of identified risks and critical business problems.

     

    Partner with business unit heads and project leads to implement post-audit commitments (i.e., corrective action /remediation plans ), including but not limited to change-management initiatives, in a timely and compliant manner.

     

    Prepare bi-weekly, monthly, quarterly, and on-demand reports, briefings, and

     

    presentations for MTA C&D leadership and support quarterly reporting on the status of active audit recommendations to the MTA Board and MTA Office of the Inspector General.

     

    Education and Experience

     

    Bachelor’s degree in Public Administration, Public Policy, Government Affairs, Law, Finance, Accounting, Business Administration and Management, Construction or Project Management, Political Science, Journalism, Communications, Engineering, Architecture, Transportation, or a related field.

     

    Master’s degree or Juris Doctorate (JD) preferred.

     

    Must have a minimum of ten (1 0 ) years of related experience .

     

    Must have a minimum of five ( 5 ) years in a management or supervisory role.

    Competencies:

    Experience in transportation, construction projects, or government preferred.

     

    PMP and CCM Certification preferred.

     

    Excellent communication and interpersonal skills.

     

    Excellent writing, proofreading, and editing skills.

     

    Strong analytical skills.

     

    E xcellent teambuilding, listening, problem - solving, and prioritization skills.

     

    Demonstrated ability to build relationships and work collaboratively with stakeholders at all organizational levels.

     

    Demonstrated ability to work in a high - profile, high - pressure environment effectively.

     

    Must have focus and the ability to deliver results, organizational effectiveness, and continuous improvement.

     

    Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

     

    Proficient computer skills (i.e., Microsoft Office Suite and records management applications).
