    Job Description

    APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE STAFF ANALYST CIVIL SERVICE TITLE

    Family Independence Administration provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as: temporary cash assistance, SNAP, childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc.

     

    Under the general direction of the Director, with wide latitude for the exercise of independent judgment and initiative, the Program Analysis Manager, is responsible for oversight and management of Program Analysis Team activities in identifying operating problems and analyzing the effectiveness of the Public Assistance and Food Stamp programs by performing difficult professional work in the preparation and conduct of administrative, procedural and operational analyses of the agency’s organization and operations. This includes surveys and studies of management, methods, equipment, space, staffing, personnel and other operational areas, using quantitative analysis, cost analysis and other standard research techniques.

    FIA’s Office of Research and Program Monitoring is recruiting for one (1) Administrative Staff Analyst NM I, to function as Program Analysis Manager, who will:

    - Manage the analysis of studies and reports relating to internal operation of the Family Independence

     

    Administration Benefit Access Centers/Model Offices which includes, but is not limited to, the Family

     

    Services Call Center, Union Square Job Center, Refugee Job Center, Residential Treatment Services

     

    Center, Benefits Access Centers (BAC) and Food Stamp Sites; for the purpose of identifying operation

     

    problems, effectuating improvements, maintaining significant deadlines and adhering to milestones.

     

    - Manage staff development initiatives to establish effective qualitative and quantitative standards of

     

    work performance for the unit; designs, implements, and provides technical direction to staff performing

     

    operation and system analysis; develops work standards to improve productivity and ensuring efficiency

     

    and effectiveness of the Benefits Access Centers and Food Stamp locations.

     

    - Oversee the preparation of analytical and specialized reports, correspondence and memoranda

     

    regarding administrative and/or programmatic matters as directed by the Director for submission to

     

    Deputy Commissioner, governmental and non-governmental regulatory bodies.

     

    - Coordinate the development of corrective actions to resolve weaknesses noted by the unit and external

     

    audit unit such as the Office of Quality Assurance by sharing information with the Regional Managers in

     

    order to improve the city’s Public Assistance and Food Stamp error rate and to ensure uniformity in both

     

    the official and internal Quality Control review methodology.

     

    - Evaluate proposals for changes in policy and practice when requested by the Director; assists in

     

    implementing long–term error-reduction initiatives; develops the awareness of staff and management to

     

    effective error prevention techniques and how mandated and voluntary corrective action initiatives and

     

    strategies based on current analyses can be accomplished.

     

    - Collaborate with Center Directors and Regional Managers by participating in program planning and

     

    evaluation; prepare recommendations to be utilized in formulating Agency policy and in the

     

    implementation of corrective actions to improve the timeliness and data collection.

     

    - Manage staff development by determining training needs of the Program Analysis staff; oversee

     

    planningand development of training curriculum; monitors and evaluates training programs to ensure

     

    that Agency and program’s goals are met; assesses training effectiveness and provides feedback to

     

    the Director.

    9:00am – 5:00pm

    ADMINISTRATIVE STAFF ANALYST ( - 1002A

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

    Salary Min: $ 95,051.00

     

    Salary Max: $101,000.00
