Description
What We Offer
The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee with this position will also be eligible for the following:
+ Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree.
+ Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service.
+ Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year after using 80 hours in the preceding twelve months.
+ Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
+ Health Plans – Full time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans: Tier one for employee only is $509 per biweekly pay period, tier two for employee plus one is $779 per biweekly pay period and tier three for employee plus family is $983 per biweekly pay period.
+ Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
+ Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
+ Holidays - 12 paid days per year which includes a scheduled floating holiday.
The Department
The Information Technology Services Department works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs, including project management, business process improvement, applications support, voice/data infrastructure, data security, threat and vulnerability/risk management, and extended staffing.
The Position
Under the direction Manager of Applications Development (MAD), the Information Systems Security Architect supervises and maintains assigned areas of the security infrastructure within the County-wide computer network. This position is responsible for supporting complex security systems, software programs, and hardware devices, which are used to provide protection for the County-wide computer network. At times, this security support may be required during nights, weekends, and holidays.
The Ideal Candidate
The ideal candidate will have considerable experience in supporting network security for a large enterprise of numerous stakeholders that have diverse business needs including specific knowledge of and experience with firewalls, domain name servers, email services, proxy services, virtual private networks, intrusion protection services and authentication techniques. The ability to maintain positive productive relationships with internal and external customers and vendors as well as excellent communication skills is also required.
The Information Systems Security Architect is a management position and is exempt from overtime. The position is eligible for benefits at the MB3 level.
The eligible list established from this recruitment may be used to fill present and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies. There is currently one (1) Regular, Full-time vacancy within the Information Technology Services Department.
TENTATIVE SCHEDULE

Examples Of Duties
Duties may include but are not limited to the following:
+ Manages and maintains network security devices such as firewalls, authentication servers, DNS environment, and vulnerability scanners;
+ Manages endpoint and email security systems;
+ Ensures that information security solutions are consistent with the County’s Information Technology Security Policies, Standards, and Guidelines;
+ Determines the appropriate architecture and technical requirements to address network security needs for the County. Assesses risks and determines the appropriate strategies for network security;
+ Performs analytical tasks in support of management in order to help assess risks and determine appropriate strategies for network security;
+ Researches, tests, and implements technical security solutions and hardware devices in support of the County’s security goals;
+ Creates and maintains remote network access using Virtual Private Network (VPN) accounts, including site to site and remote access;
+ Reviews network and computer documentation in support of the Network Security Certification process;
+ Conducts security assessments relating to current and new operations in order to evaluate and identify security improvement opportunities and verify compliance;
+ Investigates, recommends, and implements appropriate corrective action for data security incidents;
+ May supervise others on systems security related projects;
+ Perform other duties as assigned.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, AND EXPERIENCE
Considerable education, training or experience with data networks and computer operating systems and/or hardware/software support which has led to the acquisition of the required knowledge, skills and abilities.
NECESSARY SPECIAL REQUIREMENTS
+ Must be able and willing to work long hours to resolve production problems or meet project deadlines as needed;
+ Must be able and willing to work nights, weekends, and holidays on a standard rotating on-call basis as needed;
+ Excellent written and verbal communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED:
+ CISSP (Certified Information Systems Security Professional) certification and/or other similar security related certifications;
+ Bachelor’s degree in information systems, computer science, or a related field;
+ Experience with Check Point technologies (Firewall’s, VPN, IPS, NAT, Web Filtering, EDR, Email Security, etc.);
+ Experience in a healthcare environment.
KNOWLEDGE, SKILLS, & ABILITIES
Comprehensive knowledge of:
+ Information systems, security principles and practices.
Working knowledge of:
+ Data networks;
+ Network security topologies;
+ Remote access services;
+ Firewalls and authentication techniques;
+ CISSP (Certified Information Systems Security Professional) certification and/or other similar security related certifications.
Comprehensive Ability to:
+ Identify data security risks and formulate strategies to manage the risk;
+ Establish and maintain effective relations with ITSD staff, personnel from other departments and vendors;
+ Communicate effectively orally and in writing;
+ Develop effective plans to achieve objectives.

TRAINING & EXPERIENCE EVALUATION:
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. ORAL EXAMINATION - 100%
A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
BACKGROUND INVESTIGATION: A thorough post offer, pre-employment background investigation which may include inquiry into past employment, education, criminal background information, and driving record will be required for this position.
