    Summary You will serve as a SUPERVISORY TRAINING ADMINISTRATOR in the SUBMARINE LEARNING CENTER, TRAINING DIRECTORATE of CENTER FOR SUBMARINE. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. Responsibilities You will serve as the Director of Training for Submarine Learning Center (SLC) training schools/detachments responsible for training, curriculum, resources, facilities and equipment. You will oversee the development, implementation, and improvement of training systems that includes curricula, courseware, virtual environments, e-learning simulations, and technical laboratories, as well as onboard submarine based shipboard systems. You will be responsible for the certification and qualification of instructors and responsible for modernization training associated with tactical equipment upgrades and content delivered on afloat learning management systems. You will serve as principal advisor and consultant to the Commanding Officer on training issues and practices involving all matters in the area of training and training effectiveness and efficiency. You will serve as Technical Authority for SLC’s contracted new curriculum and technology training and services, approve Statements of Work and costs analysis, and approve delivery of services. You will manage training and technology Research and Development efforts with stakeholders, and approves internal prototype testing plans. You will direct, coordinate, and oversee work of subordinates, evaluate work performance, identify developmental and training needs of employees, hears and resolve complaints from employees, and review and approve disciplinary actions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing training management, training development tools, training programs, training delivery/organizational training principles/practices, and to analyze/obtain information and/or define problems, identify relationships, evaluate quality, assess impact and develop recommendations to expertly advise the, organizations, (e.g., Command), leadership on the impact of systemic training management and program changes, issues, and problems, and the execution of training objectives; Using quantitative analysis and long-range planning techniques IAW established governing organizational principles and standards and those aligning with higher echelon entities (e.g., Department of the Navy), structure, missions, and programs; Articulating relevant, (e.g., all curriculum development and management of training and current learning delivery operations), concepts and ideas written and/or orally, across varied audiences and with all, Participant / Shareholders (e.g., Stakeholder), organizations with regards to training development, delivery, assessment, and training improvement; Discussing all trainer, curriculum, and instructor topics with a group of diverse executive level or equivalent personnel, (e.g., Site Commanding Officers as CO's direct representative) to ensure compliance with federal training laws, regulations, and policies; Using technologies to decrease training costs, reduce manpower requirements, or to produce a more competent technician or operator; Applying a wide variety of instructional program planning methods and techniques sufficient to plan total support requirements (i.e., personnel, equipment facilities, and other resources) for a specialty area or career field; AND Directing the development of long-range work plans, schedules and strategies not to exclude evaluating performance and reviews evaluations for diverse employment groups, (i.e., civilian, military and contracted work staff). This position sets and validates submarine afloat and ashore training requirements with TYCOM, SYSCOM, and Resource Sponsors, programs for and budgets annual curriculum development investments, initiates Science of Learning assessments of new training technologies, guides instructor billets, physical facilities and equipment, and IT network needs to support course and simulator deliveries, and sustains SLC learning content linkage and currency to dynamic technical and tactical Fleet publications. This work significantly contributes to the improvement of productivity, effectiveness, and efficiency in training readiness throughout SLC and the submarine force. This position is the subject matter expert in the management and execution of individual, officer, team, nuclear maintenance, and tactical employment training development, delivery, assessment, and improvement.
