The Position
The City of Portland Bureau of Environmental Services (BES) Treatment and Pumping Operations & Maintenance Group (O&MG) A core aspect of the Bureau of Environmental Services’ (BES) work is in operating and maintaining the sewer piping network and treatment system to meet NPDES Permit compliance while protecting the health and safety of Portlanders and the environment. The Treatment and Pumping Operations and Maintenance (O&M) Group performs this critical work in operating and maintaining two wastewater treatment plants, the Columbia Boulevard Wastewater Treatment Plant (CBWTP) located in North Portland and the Tryon Creek Wastewater Treatment Plant located just south of Portland in Lake Oswego, as well as 98 pump stations located throughout the city and the combined sewer overflow (CSO) system.
Job Appointment: Full-Time
Work Schedule: Monday–Friday , 8 am-5 pm. An alternate schedule may be available.
Work Location: 5001 N COLUMBIA BLVD, PORTLAND, OR 97203. The position will sit at the Columbia Boulevard Wastewater Treatment Plant located in North Portland, but is expected to travel to the Tryon Creek Wastewater Treatment Plant located at Lake Oswego and any of the other 98 pump stations/facilities owned and operated by the O&M Group.

BES is seeking a Maintenance Division Manager (Manager II) to join the Treatment and Pumping O&M Group. This highly skilled position will manage three complex programs: the Plant Mechanical Maintenance program, the Pump Station O&M program, and the Electrical and Instrumentation program. This position requires full-time on-site presence at CBWTP and reports to the BES Treatment and Pumping O&MG Manager.
The purpose of the Maintenance Division is to maintain and repair wastewater pumping and treatment systems to meet required levels of service while minimizing asset life-cycle costs at an acceptable level of risk. This work includes the installation, maintenance, troubleshooting and repair of mechanical, electrical, instrumentation, and automation equipment and systems at the CBWTP, TCWTP, 98 pump stations, and the CSO system to meet the levels of service required for efficient and effective system operations. To accomplish the maintenance and repair of these large industrial facilities, asset management principles and strategies are utilized to maintain equipment and systems to achieve a balance of reliability and low lifetime cost. The team works and communicates with instrument technicians, electricians, industrial maintenance millwrights, operators, engineers, contractors, and management to ensure that facility short term and long-term reliability and permit requirements are met.
What you’ll get to do:
Manage Complex Division – Plans, develops, manages, and directs the Maintenance Division, including program development and setting program workflow and priorities by communicating with other work groups to ensure the efficient and safe maintenance of equipment and systems while meeting levels of service. Collaborates with partners in the division, work group, and other teams in the bureau in carrying out the mission and objectives, and is responsible for monitoring the performance dashboard to ensure key performance indicators are achieved. Leads the preparation of the division’s annual work plan, including setting vision/goals. Communicates the status of the division and critical tasks and identifies opportunities for improvement. Utilizes computer applications such as Synergen (Oracle Work/Asset Management Product), SCADA, and SAP for management of timekeeping, work requests, requisitions, communications, and asset management.
Manage $16.8M Budget - Develops and administers the program’s $16.8M budget, including forecasting and defining resources for a 5-year financial plan, analyzing costs, preparing budget reports, monitoring budget to actual expenditures, and requesting adjustments as necessary, managing contracts and invoices, and approving expenditures.
Provide Leadership and Supervise Staff – Manages and provides leadership to over 60 employees in accordance with the City’s human resource administrative rules and the Laborers’ International Union of North America (LiUNA) and District Council of Trade Unions (DCTU) labor agreements. Manages staffing levels, establishes performance expectations, provides performance management, recruits and hires staff, supports training and career development, and provides leadership and mentoring to create a high-performance, service-oriented, positive, and supportive work environment.
Represent and advocate for Division’s needs – Participates in various meetings and committees representing the technical, programmatic, and personnel needs and interests of the Maintenance Division. Serves as a voting member on different committees. Engagements include but are not limited to the Operations and Maintenance Group Leadership Team, BES Management Team, Portfolio Management Workshops, CIP Project Workshops and Technical Review Committees, and Project Stage Gate Committee meetings.
