    Summary Statement

    Join a team shaping the future of Boise’s water infrastructure! In this role, you’ll lead key initiatives and projects that support the City’s long-term Water Renewal strategy—focusing on capital planning, project delivery, and improvements to policies and procedures. You'll work closely with project managers and finance staff to develop and manage the utility’s Capital Improvement Program, ensuring efficient and sustainable infrastructure investment.     Required Knowledge, Experience, And Training

    + Bachelor's degree in engineering, environmental science, public administration or related field

    + 6 years of experience with program planning and implementation, project management, strategic planning,

    + or an equivalent combination of education and/or experience.

    Licensing And Other Requirements

    + Valid state-issued driver's license.

    Essential Functions

    Performs highly complex and specialized tasks requiring considerable judgment, independent analysis and decision making. Provides leadership, coaching and/or mentoring to subordinate group.

     

    Assists in administering the project delivery model for capital projects. Supports project managers and other staff in applying the process consistently and transparently across utility projects. Reviews project deliverables such as business case evaluations and conducts continuous improvement efforts.

     

    Implements strategies and projects to meet the objectives of the Water Renewal Utility Plan. Manages consultant led projects and collaborates with city staff in developing utility policies, procedures and research. Conducts construction site and facility visits to support project implementation.

     

    Manages projects including project scoping, scheduling, resource management, risk assessment and stakeholder communication. Tracks and reports on project performance to ensure timely and on budget delivery of projects.

     

    Develops and maintains the utility's long term capital improvement plan, ensuring alignment with organization goals. Coordinates budget and schedule updates with program management staff. Serves as a primary liaison with the finance team.

    Requirements

    Additional Required Knowledge, Experience, And Training

     

    Knowledge of:; water renewal, treatment and collection principles and practices; project management methods; finance methods and techniques; and computer usage including related software.

     

    Ability to:; use a systems approach to problem-solving; analyze and interpret complex technical information; demonstrate strong project management competencies; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

     

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

     

    Preferred Knowledge, Experience, And Training

     

    Master's degree in water resources, engineering, natural resource management, environmental science, public or business administration or related field and nine years of experience in the field.

     

    Knowledge of:; construction, operation and maintenance of water renewal treatment facilities and collection systems; principles and practices of financial, technical and operational analysis; and risk management analyses.
