Summary This position is assigned to the Fleet and Family Readiness (FFR) Program; Fleet Readiness Division; Child and Youth Programs (CYP); Naval District Washington; Naval Air Station Patuxent River, Maryland. The purpose of the Child and Youth Programs (CYP) Nurse position is to provide health support services and lead CYP in addressing and supporting children with special needs in all Child & Youth Program facilities and activities. Responsibilities - Provides health support services and addresses and supports children with special needs in all installation Child and Youth programs, facilities, and activities. Conducts health assessments, and plans, coordinates, implements, and evaluates overall Navy CYP health components for children ages infant to 18 years of age including those with special needs. Travel is required to perform duties in facilities to include Child Development Centers (CDC), Family Child Care (FCC)), Youth Centers (YC) and School Age Care (SAC) programs. - Coordinates the administration of medication and may administer medication along with other trained CYP staff and providers. This includes medications, basic care items, and common medical aid to participants according to prescribed procedures, standard nursing practices, and CYP health and safety practices. Observes child's responses, possible side effects, and evaluates child's ability to participate in CYP activities, applying appropriate action, as needed. Liaisons with medical authorities on medications and administration for CYP participants. - Observes, identifies, and monitors acute, chronic, and complex health problems using interviews, records, and informal assessments. Makes informal referrals to families to seek further medical care/advice and counsel parents to consider self-help measures as appropriate. - Identifies and trains CYP staff on prevention methods to control outbreaks of communicable diseases. Follows established procedures and reporting of communicable diseases. Maintains and analyzes data on instances of illness to determine trends and possible CYP staff and family training needs. Notifies parents of outbreak of a communicable disease and provides advice on awareness of signs and symptoms of disease. Using directive health guidelines and established national standards, makes decisions on exclusion and readmission of participants who have or have had communicable illnesses. - Provides medical support for the CYP special needs Inclusion Action Team (IAT) for the program. Serves as primary liaison on health support services between CYP and the installation medical authority, Exceptional Family Member Program (EFMP), community and environmental health representatives, school representatives, and healthcare providers to clarify roles and responsibilities when coordinating health/special needs support services. Serves as a resource/consultant to the Parent Advisory Board/Parent Information Board. - Communicates essential information to CYP professionals, including FCC providers, regarding health concerns of CYP participants. Assists/consults with dietary and food service staff (CYP and vendors) and FCC providers in coordinating infant feeding plans and food allergies for children with special dietary needs. Coordinates the administration of first aid for minor injuries. Administers, along with other trained staff and providers, cardiopulmonary resuscitation (CPR) in the event of an emergency and directs other staff/providers in assistance. Oversees proper organization, maintenance, and sanitation of health and first aid supplies and equipment. - Reports suspected cases of neglect or abuse to Family Advocacy and Child Protective Services as prescribed by CYP and local policy. Consults and supports on process to support incidents of Problematic Sexual Behavior that occurs between children and youth on the installation. - Adheres to safety regulations and standards. Trains CYP professionals and FCC providers on health care duties to include administration of medication to participants. - Conducts training to staff and providers on the 5 rights of medication administration - Monitors the program implementation pertaining to health and well-being of children and youth in accordance with (IAW) Department of Defense (DoD), Department of Navy (DON), Commander, Navy Installations Command (CNIC), and local policies and standards as they relate to assigned functions. - Conducts individual and group instruction, classes, and demonstrations on application of proper health practices, and maintenance of healthy indoor and outdoor CYP environments annually and as needed. - Provides parental support services, educational classes, and demonstrations on topics such as immunizations, communicable diseases, allergies, etc. as needed. - Coordinates with CYP Training and Curriculum Specialist for appropriate training and retraining in health related topics to include American Red Cross CPR or American Heart Association Basic Life Support with emphasis on children and infants; American Red Cross first aid program; child abuse and neglect awareness; concepts and guidelines of CYP health programs, reporting procedures, emergency recognition and contact procedures for Emergency Medical Services and/or parent notification as appropriate to the situation. In addition: Health programs and policies Recordkeeping Requirements Conditions of Employment Qualifications - Knowledge of and skill in health care management, program development, and established concepts, principles and practices to perform professional nursing assessments in a child development setting. - Knowledge of acute and chronic pediatric illnesses, handicapping conditions, and current trends in their treatment. - Knowledge of child development, early intervention, and special education, as it relates to providing health support. - Knowledge of the Americans with Disabilities Act (ADA) and the Individuals with Disabilities Education Act (IDEA) as they apply to child development centers and coordination of early childhood special needs inclusion services. - Knowledge of and skill in using and teaching Basic Life Support (CPR) techniques. - Knowledge of DoD, Occupational Safety and Health Administration, The Child and Adult Care Food Program, and other federal and state regulations related to CYP. - Knowledge of the military organizational mission and lifestyle that contribute to family stress, unique problem, and crisis situations. - Skill in assessing the conditions and needs of participants and providing appropriate nursing care. - Skill in advising on health care needs with full consideration of mental, emotional, cultural, social, and physical factors. - Skill in evaluating conditions requiring medical treatment. - Skill in assessing and treating minor illnesses such as colds, cuts, contusions, etc. - Skill in taking and recording medical histories, conducting physical assessments, communicating findings, and following up on care provided. - Skill in developing and maintaining contacts to establish effective relationships with military leaders, civilian employees, and managers, and professional points of contact in the related field to exchange information, coordinate services, discuss program concerns, develop solutions, and resolve client problems. - Ability to complete required forms and report on variances. - Ability to develop educational activities that promote better health practices. - Ability to counsel and teach individuals, families, and groups on health care and health related topics, as they pertain to children and childhood development. - Ability to communicate orally and in writing. - Ability to operate a motor vehicle. Education Nurses must meet the qualification requirements as outlined in OPM's Individual Occupational Requirements: Education: A graduate or higher-level degree, bachelor's degree, associate degree, or diploma in professional nursing from an accredited college or program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education, at the time the degree was obtained. AND Licensure: Must have passed the National Council Licensure Examination. In addition, must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. AND Experience: A minimum of two years of professional nursing experience (pediatric or public health preferred).
