    The Minnesota Office of Higher Education (OHE) is dedicated to increasing equitable access to postsecondary education and supporting lifelong learning opportunities for all Minnesotans. As a Contracts Coordinator at OHE, you’ll play a pivotal role in facilitating the agency’s mission and directly impacting students and institutions across Minnesota.

     

    The OHE Financial Services Division is looking for a dedicated contracts professional to support the Contracts Unit with managing and advising on the lifecycle of Professional/Technical (P/T) contracts and grant agreements. P/T contracts includes, but is not limited to, equity select contracts, interagency agreements, joint powers agreements, and annual plan agreements.

     

    This role will be crucial in guiding the agency on the state procurement process, drafting and routing contract documents, and ensuring compliance with state procurement policies and applicable state and federal laws. You will collaborate closely with program areas to meet their contracting needs, assist the Contracts Director with improving internal policies and procedures, and train agency staff.

    The duties include, but are not limited to:

    + Contract Drafting: Draft all types of P/T contract documents, including solicitations, contracts, amendments, certifications, and others, to meet state procurement policies and state and federal laws.

    + Contract Compliance: Review contract documents to ensure compliance with legal and policy requirements. Identify issues, problem-solve and provide corrective action to bring documents into compliance.

    + Contract Expertise: Provide guidance, technical assistance, and support to OHE staff in all areas involved in the contracting process, including creation, administration, management, interpretation, and termination of contracts. Train non-contract staff on best practices and compliance.

    + Grant Contracts: Review grant contract agreements to ensure compliance with the Office of Grants Management standards and state and federal laws.

    + Contract Execution: Work closely with OHE staff and vendors to finalize contract documents, encumber funds, and route for execution.

    + Collaboration & Problem Solving: Work collaboratively with OHE staff to address contracting challenges and develop efficient solutions that meet the agency’s needs, all while maintaining excellent customer service.

    + Policy Development: Work with the Contracts Director in the development and continuous improvement of contracting policies and procedures. Conduct research and analysis of relevant statutes, laws and policies to assess their impact on OHE contracting practices.

    Minimum Qualifications

    To facilitate proper crediting, please ensure that your resume/application clearly describes your experience in the areas listed below, and indicates the beginning and ending month and year for each job held:

    + Two (2) years of experience in contracting, procurement and/or grants management.

    + A Bachelor's degree in business administration, legal studies, or related field may substitute for one (1) year of experience.

    + A JD degree from an accredited law school may substitute for eighteen (18) months of experience.

    + Experience drafting, developing, and/or reviewing a variety of contract documents.

    + Experience interpreting and applying state and federal laws, rules, regulations, and policies.

    + Ability to manage multiple priorities and meet deadlines.

    + Strong oral, written communication, interpersonal, problem-solving and collaboration skills.

    + Proficiency with Microsoft Office Suite and experience managing/creating spreadsheets and reports..

    Preferred Qualifications

    + Familiarity with government procurement principles and compliance.

    + Advanced experience in P/T contracting, including experience with complex procurements, negotiating contract terms, analyzing and evaluating risks, and resolving contract disputes.

    + Experience working with Minnesota’s Statewide Integrated Financial Tools (SWIFT), especially related to contract procurement, encumbrances, reporting and OBIEE queries.

    + Authority for Local Purchase (ALP) at the $25,000 level or higher

    + Experience training staff on contracts processes.

    + Experience facilitating meetings with diverse stakeholders.

    + Experience incorporating diversity, equity, and inclusion efforts in procurement processes.

    Physical Requirements

    + Ability to position self and move sufficiently to perform repetitive tasks.

    + Maintain a stationary position for long periods of time.
