Description
Under general direction of the Regulatory Compliance Supervisor, the Regulatory Compliance Technician works indepen dently , performing a wide variety of technical duties associated with stormwater , waste water and water quality environmental and safety compliance prog rams , to include but not limited to, maintaining a variety of environmental programs and plans; promoting compliance of city ordinances, and state and federal rules and regulations pertaining to water distribution and wastewater collection ; condu cting field inspections and evaluating compliance matters ; and executing enforcement actions , as necessary, such as issuing cita tions for noncompliance.
Principal Duties
Perform field investigations/inspections, to include conducting routine tests and sampling, obtaining and analyzing data for determining compliance with state or federal regulations, and city ordinances; and issuing citations for noncompliance of city ordinances relative to the Water Services.
Enforce the Backflow and Cross-Connection Program through building plan review and performing Customer Service Inspections on new construction and building remodels; inspect, install, test, and maintain backflow devices for departmental use; and perform routine instrument and equipment maintenance, calibration, and repairs.
Gather, organize, and prepare environmental samples for testing according to prescribed standards; organize and record data; and maintain data collection and proper archiving of records files, logs, and reports required to maintain compliance with the various Water Services’ plans and programs required by state and federal agencies.
Receive and investigate complaints from businesses and residents, issue compliance letters and notices of violation to responsible parties regarding applicable codes and guidelines, implement corrective measures; and/or issue citations for noncompliance.
Respond to inquiries from the public to provide and explain information regarding federal, state, and local environmental laws and regulations applicable to compliance responsibilities.
Interpret and enforce federal and state regulations and city ordinances relative to the Water Services Department and assist in developing compliance measures.
Perform stormwater monitoring, quarterly and annual inspections of the City’s wastewater facilities, and conduct dry and wet weather screening activities to ensure the permitted facilities are compliant with applicable state rules.
Responsible for developing, implementing, and maintaining water quality flushing, and water sampling programs and for maintaining a variety of wastewater and environmental water quality related programs, to include but limited to the following: Drinking Water Monitoring Plan, Spill Prevention Control and Countermeasure Plan, Industrial and Municipal Stormwater Programs, Backflow Cross-Connection Control Program, Pretreatment Program, and the Total Maximum Daily Loading Program.
Assist in coordinating and implementing safety training programs for water and wastewater staff, including assessing needs, tracking progress, and supporting the review of training effectiveness. Help facilitate sessions or coordinate with external trainers as needed.
Perform other related duties as assigned.
Qualifications
Required: High School Diploma or G.E.D equivalent
Texas Driver’s License
Possess either Class D Wastewater Treatment or Class I Wastewater Collection License issued by State of Texas or the ability to obtain within 6 months of date of hire
Possess Class D Water License from the Texas Commission on Environmental Quality (TCEQ) or the ability to obtain within 6 months of date of hire
Regulatory Compliance Technician II
The Regulatory Compliance Technician II performs all duties of the Regulatory Compliance Technician I, with additional responsibilities requiring higher levels of expertise , including additional licensure.
Regulatory Compliance Technician II candidates must meet all minimum qualifications of the Regulatory Compliance Technician I, in addition to the following:
Required: Two (2) years of related experience
Possess either Class C Wastewater Treatment or Class II Wastewater Collection License issued by State of Texas
Possess Class C Distribution License issued by State of Texas
Possess a Customer Service Inspection License issued by State of Texas
Regulatory Compliance Technician II I
The Regulatory Compliance Technician III performs all duties of the Regulatory Compliance Technician I/ II , with additional responsibilities requiring higher levels of expertise , including additional licensure.
Regulatory Compliance Technician I II candidates must meet all minimum qualifications of the Regulatory Compliance Technician I and II , in addition to the following:
Required: Four ( 4 ) years of related experience
Possess Backflow / Cross-Connection Tester Li cense issued by State of Texas
Possess Code Enforcement License issued by State of Texas
Preferred: Bachelor's degree in an Environmental Science or related fiel d
Two (2) years’ experience in an environmental and/or safety compliance-oriented position with a Water/ Wastewater Utility
