    + Overseeing all aspects of The Arc Erie County NY’s Accounts Receivable (A/R) department.

    + Ensuring timely payment collection and managing credit & collection processes.

    + Leading a team & implementing policies while also analyzing performance.

    + Resolving disputes to optimize cash flow & financial health.

    Qualifications:

    + Bachelor’s Degree with concentration in business or accounting or related field plus (3) yrs related experience; at least 2 of which in a supervisory capacity OR

    + Associate’s degree in business or accounting field plus (5) yrs related experience; at least 2 of which is in a supervisory capacity

    Job Description

    Job Title:

    Accounts Receivable Manager

    Position Summary:

    Responsible for all aspects of accounts receivable and revenue, including but not limited to billing, collection, reporting, reconciliation, and accounting. Work with various departments to verify billing units and eligibility for consumers. Work with MIS department to maintain billing system and reporting to program staff. Oversees fiscal administration of all revenue funding streams.

    Reporting Relationship:

    Works under the direct supervision of the Controller. Provides supervision, training, and direction to AR/Billing staff.

    Job Duties and Responsibilities:

    + Responsible for setting goals and perform employee performance appraisals for AR department staff.

    + Maintains revenue and unit reports for financial statements, board, funding sources, agency staff/meetings and external auditors.

    + Meets with departments, as needed to develop systems and procedures for new billing arrangements.

    + Prepares unit and other reclassification journal entries as needed.

    + Reconcile Accounts Receivable to the General Ledger on a monthly basis.

    + Works with the Financial Account to prepare and maintain Agency grant schedule.

    + Oversees accounting for all agency revenue streams; this includes, but is not limited to Erie County, Federal Grants, NYSARC grants, OPWDD funding, Medicaid, NYSID, SED and Adult Services Customers.

    + Ensures timely preparation, maintenance and posting of all sales invoices.

    + Prepares all reporting required by funding sources (cost reports, vouchers, etc.).

    + Assists in preparation of audit work papers, agency budget and consolidated fiscal report as needed.

    + Responsible for preparation of periodic account reconciliations for various balance sheet accounts, including but not limited A/R funding sources, deferred revenue, SED Reconciliation and fundraising accounts.

    + Insures timely collection of all account receivables and manages the allowance for doubtful accounts.

    + Responsible for design and compliance of Agency internal controls for cash collections. To ensure all cash and checks received in the department, recorded/accounted for, proper record of receipts, and for securing it at all times. Maintains adequate supply of deposit slips, cash handling supplies, receipt books, etc.

    + Performs other duties as assigned

    Qualifications and Education Requirements:

    Bachelor’s Degree with a concentration in Business or Accounting PLUS three years related experience; at least two of which in a supervisory capacity or related mentorship role.

    OR

    Associate’s Degree in Business or Accounting PLUS five years related experience; at least two of which in a supervisory capacity or related mentorship role.

    PLUS

    Knowledge of financial accounting and record keeping practices and terminology; considerable knowledge of efficient business management and fiscal computer operations, ability to supervise, follow oral and written directions and accurately prepare correspondence, reports and other materials from general directions; good judgment in financial record keeping procedures; ability to maintain confidentiality of records. Must have very good analytical skills and working knowledge of accounting procedures, account analysis and reconciliation.

     

    A valid New York State Driver’s License required.

Maintain a professional attitude and appearance at all times.

     

    + Equipment Operation:

     

    The ability to operate business equipment; telephones, fax machines, computer hardware and software, including applications and programming, copiers, calculators, etc.
