    Nature of Work:

    The Public Transit Manager is an advanced-level professional position providing administrative, analytical, and management support services in the delivery of transit capital funded projects. They also help deliver high-quality, efficient, and reliable transit services that meet the evolving needs of the community for the City of Rochester and Rochester Public Transit. The role will direct and coordinate all phases of transit-related projects, oversee transit operations management, collaborate with other City departments and divisions on transit related matters, and represent the City positively in relationships with developers, consultants, citizens and other agencies. The Public Transit Manager performs project development, including scheduling, implementing quality control measures, and ensuring safety standards are met. Responsibilities include, but are not limited to: administering budgets, bid process, and contracts associated with assigned projects.

     

    The position requires a forward-thinking approach to guide the system through growth, modernization, and improvements while continuing to deliver excellent service. The Public Transit Manager will collaborate with internal teams, local stakeholders, and external agencies, ensuring compliance with all applicable federal, state, and local laws, and driving the future direction of the transit system.

     

    A successful candidate will have strong skills in management, administration, and operations, including: demonstrated ability to manage, plan and supervise the work of others; demonstrated ability to establish and maintain good employee and public relations; and verbal and written communication skills. Knowledge of the principles and practices governing the operation of a public transit system is important but not necessary to apply. A proven record of ability to transfer skills to cultivate this knowledge is important.

     

    2024 starting salary range is $85,306 to $100,361 depending on qualifications, with advancement to $125,451. Once the contract has been finalized for 2025, these numbers will be updated

    DUTIES AND RESPONSIBILITIES

    Project Management*

     

    + Develop project plans and specifications to meet expected outcomes by utilizing external resources such as architects, engineers, contractors or vendors as needed. Direct assigned project staff regarding specialized work.

    + Develop and maintain project schedules that identify deliverables, milestones, project issues, corrective action plans, and resource allocation.

    + Manage the bid process, including scheduling, facilitating review meetings and approval processes.

    + Manage project budget in compliance with internal procedures and controls.

    + Facilitate change requests to ensure that all parties are informed of the impact on schedule and budget.

    + Ensure project close out is complete.

    + Monitor and ensure appropriate compliance and documentation with state and federal requirements.

    + Monitor and maintain appropriate metrics to enable evaluation and continuous improvement.

    + Establish effective project communication plans and ensure their execution.

     

    Transit Partnership Focus*

     

    + Build relationships of trust across other City departments and outside organizations; collaborate effectively across teams to define strategy, goals and commitment to timelines and deliverables.

    + Represent the Transit Division for delivery of Bus Rapid Transit initiatives.

    + Regularly communicate with Mayo Clinic and other key stakeholders. Compile and share pertinent data and respond to stakeholder questions and concerns.

    + Manage and partner with other city departments on capital investments and improvement projects related to the City’s public transit system.

     

    Operations Management*

     

    + Oversee the fixed route and paratransit operations, ensuring the efficient delivery of services in alignment with community needs and long-term objectives.

    + Oversee the contracted operator on daily activities and ensure service metrics and performance goals are met

    + Continuously monitor and evaluate the performance of transit services to ensure reliability, safety, and customer satisfaction.

    + Review and monitor that operations are meeting federal and state requirements, programs and objectives including safety reviews and other regulated requirements

     

    Provide supervision to assigned employees*

     

    + Provide work direction to employees relative to the completion of designated assignments, delegate responsibilities as appropriate.

    + Provide employees with ongoing coaching and feedback; conduct annual performance evaluations in compliance with organizational policies; initiate corrective action when appropriate.

    + Partner with the designated human resources business partner to implement effective hiring and selection practices.

    + Assist with the development and maintenance of divisional budgets and strategic priorities.

    + Ensure employee personnel, timekeeping, and training records are accurately maintained per City policy and statutory requirements.

    MINIMUM QUALIFICATIONS

    Education and Experience

    A Bachelor's Degree in urban and/or transportation planning, engineering, architecture, public administration, business administration, or related field AND three years of progressively responsible work experience in public transportation development with at least one of those years providing work direction to others.

     

    Licenses and Certifications

     

    Valid driver's license

    Desirable Qualifications

    Course work in transit planning combined

     

    Experience in an urban transit planning or transit operations agency

     

    Project Management Professional (PMP) Certification
