    General Statement

    The Institute of National Security Research and Education ( INSRE ), MilTech, the Applied Research Lab ( ARL ) and Ardent Forge strengthen national security by delivering technologies, supporting researchers, and preparing leaders who will contribute to safeguarding the future of Montana and the nation. Specifically, MilTech’s mission is to accelerate the transition of new technology to the U.S. government.     Duties and Responsibilities

    Based in Bozeman, MT, with the MilTech Operations team and supporting the Institute of National Security Research and Education ( INSRE ), Ardent Forge, the Applied Research Lab ( ARL ), and MilTech efforts, the individual in this position will lead and perform a wide array of activities for INSRE and MilTech that assist development, management, and support of current and future operational projects and program strategies. Duties include, but are not limited to, the following:

     

    + Work directly with INSRE , ARL , Ardent Forge and MilTech senior leadership, as well as other MSU national-security-related organizations when requested, on the strategic development and management of internal and external operational and programmatic strategy related projects, processes, and assets that support and enhance current and future engagement efforts with MSU Faculty and Staff, government customers and industry partners.

    + Apply experienced understanding of relevant and interacting federal, state, and MSU laws, restrictions, and best practices applicable to INSRE , Ardent Forge, MilTech, ARL , and national-security-related MSU research project operations, as well as programmatic- and project-specific government customer requirements to operational and programmatic strategy projects. Provide informed recommendations to senior leadership when developing and implementing operational processes and resources to assist with meeting compliance and customer expectations.

    + Lead operational projects and assigned teams to ensure all INSRE , ARL , Ardent Forge and MilTech quality and schedule expectations of government and internal customers are met.

    + Supervise assigned staff and student employees, managing overall team workflow, training, and performance feedback.

    + Procure, manage assigned budgets, and lead engagement with external vendor teams as needed to execute on operational projects.

    + Work collaboratively with INSRE , ARL , Ardent Forge and MilTech Team Leads and staff to develop targeted strategies for external engagement efforts, and to create and utilize tools and information assets that effectively meet the specific requirements of those government project customers.

    + Analyze new and existing outreach opportunities and provide strategic insight and guidance to support INSRE , ARL , Ardent Forge and MilTech senior leadership teams in allocating operational resources for presenting to the groups most effectively.

    + Identify and advise senior leadership on opportunities to expand INSRE , ARL , Ardent Forge, and MilTech utilization of internal and external data information systems to generate outreach-supporting internal and customer-facing information and development of streamlined operational processes.

    + Develop, organize, and manage internal and external information and other assets and resources to ensure consistent use and accurate messaging across all teams. Provide Operations guidance and support to INSRE , Ardent Forge, ARL , and MilTech teams for understanding and executing on processes or policies related to program and messaging standards.

    + Identify, create, and execute on existing and new ways to share project and/or program accomplishments, milestones, and events with all stakeholders. Generate monthly and on-demand reports to be shared with government customers and write success stories that highlight INSRE , ARL , Ardent Forge, and MilTech capabilities and completed projects.

    + Collaborate with INSRE , MilTech, ARL , Ardent Forge and other MSU national security related teams and Program Development Liaisons to develop a deep understanding of the programmatic differences and expectations needed within each group to effectively support their government customers.

    + Travel with supported teams as needed to provide outreach expertise to effectively engage with current/potential government customers and industry partners.

    + Must comply at all times with the MSU and MilTech Confidentiality Agreement governing non-disclosure of information encountered in the course of your duties, and the MilTech Technology Control Plan governing security and work controls. Both agreements will be signed by each employee and will remain in effect for the duration of MilTech employment.

    Required Qualifications – Experience, Education, Knowledge & Skills

    + Demonstrated experience working collaboratively with strategic level stakeholder groups including senior leadership, Federal, state and local government customers, liaisons, and support teams, to plan and develop overarching strategies and efforts to support initial and enduring customer relationship initiatives.

    + Demonstrated extensive experience leading, and working hands-on with highly diverse teams including non profits, state, local and Federal government and industry partners to develop and execute projects designed to strategically translate and highlight business capabilities, values and impacts for current and future customers and stakeholders, and to improve operational processes to support effective customer engagement.

    + Demonstrated experience working with proposed and current processes guided by controlled unclassified information ( CUI ) and classified compliance processes, government Partnership Intermediary Agreements or other government contracting mechanisms.

    + Demonstrated experience using business development processes and tools including data analytics and information systems.

    + Demonstrated extensive experience creating and maintaining operational processes and assets used to support a diverse range of organizational and customer needs across a variety of channels.

    Preferred Qualifications – Experience, Education, Knowledge & Skills

    + Experience working with State of Montana and Montana State University policies and procedures.

    + Military experience, and/or extensive familiarity with military protocols, processes, and terminology in support of Department of Defense, Department of Homeland Security and Intelligence Community programs and labs.

    The Successful Candidate Will

    + Provide valuable best practice guidance within scope of role to senior INSRE , ARL , Ardent Forge, MSU national security-related programs and MilTech leadership by actively seeking training and information to stay current on new process trends.

    + Represent INSRE and MilTech in a professional manner when interacting with all stakeholders and personnel; possess excellent communication skills and the ability to communicate effectively with the entire range of stakeholders, both orally and in writing.

    + Understand and maintain effective working relationships with MilTech and MSU Military and Program Development Liaisons, and other INSRE teams. Abide by established processes when engaging directly with customers, providing recommendations for alternative processes if appropriate.

    + Work collaboratively and effectively with all Team Leads and staff leading INSRE or MilTech initiatives.

    + Be exceptionally detail-oriented and organized, and rapidly learn and accurately incorporate relevant INSRE , MilTech, Ardent Forge, ARL and MSU policies and procedures into all work efforts.

    + Be a self-starter able to work independently to identify, plan, organize, manage and execute projects and tasks, actively seeking out information to enhance understanding of projects and initiatives.

    + Quickly identify problems and formulate possible solutions, exhibiting good judgment, flexibility and innovation to respond to the needs of a wide variety of customers.

    Position Special Requirements/Additional Information

    + This position is Bozeman-based and is contingent upon continued grant funding.

    + This position requires the ability to meet government-defined restrictions appropriate for work level and access, including receiving favorable background checks by state and federal agencies pursuant to federal law and regulations.

    + Successful candidate must be able to comply with the federally mandated requirements of U.S. export control laws, which may require proof that candidate is a U.S. person. Per 22 CFR §120.15, U.S. person means a person who is a lawful permanent resident as defined by 8 U.S.C. 1101(a)(20) or who is a protected individual as defined by 8 U.S.C. 1324b(a)(3).

    + This position requires ability to travel via all modes of transport when necessary to interact with DOD , DHS customers, or other government customers, including travel throughout the Continental United States as well as Alaska, Hawaii, U.S territories and possessions, and possibly other worldwide locations.
