    The Hydraulics Unit provides hydrologic and hydraulic design recommendations and advice to all DOT personnel on surface drainage and stormwater quality matters that are required for the development of the department’s multi-modal projects during the stages of planning, design, permitting, construction and maintenance. The Unit also manages two statewide Federal compliance programs: National Pollutant Discharge Elimination System (NPDES) and National Flood Insurance Program (NFIP) and supports extreme event operations.Hydraulics’ Unit video (https://youtu.be/WEAxHJxewEg) .

     

    We are looking for an Engineering Supervisor III to work in Raleigh.

    In the position you will:

    + Serve as a Manager responsible for providing guidance and review of Hydrologic and Hydraulic (H&H) Designs and Studies produced by in-house staff and Private Engineering Firms to support field operations of the Department’s Highway Divisions.

    + Provide technical guidance to staff and Private Engineering Firms in providing H&H technical assistance on drainage investigations to Divisions, drainage structure recommendations, and H&H review of subdivision/encroachment plans.

    + Assign, establish, and monitor schedules of H&H designs by staff and private engineering firms in support of assigned projects and operations.

    + Produce and negotiate Manday Estimates for H&H Designs produced by Private Engineering Firms.

    + Coordinate assigned projects with other departments, agencies and individuals.

    + Serve as primary hydraulics contact person for assigned projects.

    + Serve as a member of Technical Review Committees (TRC) on Design Build Projects responsible for evaluating, short listing, selecting design team(s), and reviewing and approving design submittals.

    + Assist Attorney General Staff in drainage related litigation.

    + Manage personnel, which includes staffing, performance reviews, disciplinary measures, training needs and assisting with on-the-job training.

    + Occasionally travel overnight.

    + Perform field work which may require traversing steep terrain, thick undergrowth, working around open water, near traffic, and in adverse weather conditions

     

    Knowledge, Skills and Abilities / Competencies

    Applicants must submit an application that clearly reflects work experience that demonstrates the following:

    + Thorough knowledge of hydrologic and hydraulic design practices, riverine modeling, FEMA and stormwater regulations, FHWA and AASHTO guidance as it relates to hydraulic design and transportation facilities.

    + Experience reviewing the work and assigning task orders of engineering firms.

    + Experience utilizing computer applications including advanced Hydraulics modelling software, web-based GIS applications, MS Office, MicroStation, PDF viewers and editors.

    + Experience applying engineering principles to complex design situations and making effective recommendations and decisions using guidelines, performance metrics and sound engineering judgement.

    + Experience supervising engineering professionals and managing activities to meet established goals while ensuring project quality and compliance.

    Additional Expectations:

    Possess good oral and written communication skills.

     

    Considerable knowledge and understanding of concepts, practices, and theories used in hydrology and hydraulics and the ability to use it in practice.

     

    Ability to provide consultation to clients or others related to drainage studies and complex hydraulic design situations.

     

    Ability to develop and/or create informational products; manage hydraulic design projects; plan, develop and implement short-term strategies.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.

     

    Necessary special qualification may require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
