DESCRIPTION
Long Beach Utilities provides safe, clean, reliable and affordable water, gas, and sewer services to the Long Beach community. The service area supports 500,000 customers, represented by 90,000 water accounts, 145,000 gas accounts and 90,000 sewer accounts in 52 square miles. This service area includes Long Beach’s downtown core, waterfront accounts, suburban areas and dense multifamily portions of the region. The Department is currently seeking candidates to fill aCivil Engineering Assistant – Non Careervacancy in the Water Treatment Division.
Non-Career employees are allowed to work a maximum of 1,600 hours over a 12-month period. This position will be scheduled onsite for 30 - 40 hours per week.
Non-Career employees are considered part-time, temporary, at-will employees who are not eligible for paid leave such as vacation, personal leave, or holidays. Non-Career employees subject to Assembly Bill 1522 will earn one (1) hour of sick leave for every 30 hours worked, including any overtime hours, up to a maximum accrual of 48 hours.
Selected candidates who are not currently employed with the City of Long Beach will be offered health insurance based on the number of hours scheduled per week. Under the Affordable Care Act, existing Non-Career City of Long Beach employees will be eligible for health insurance as determined by the 12-month look back review period of the employee's working hours. This review is done annually in November for coverage to become effective January 1st the following year. Eligibility is reviewed annually and is not guaranteed.
Non-Career employees who are not eligible for enrollment into the CalPERS retirement plan will be enrolled in the City of Long Beach Alternate Retirement System (ARS), which is a defined benefit plan administered by Public Agency Retirement Services (PARS). Eligible employees enrolled into PARS contribute 3.0% of their compensation to the plan.
EXAMPLES OF DUTIES
+ Assists with managing capital improvement projects (CIP) of water and wastewater system facilities, prepares and reviews plans and specifications, issues RFPs and RFQs, conducts proposal and bid analysis; manages project activities, cost, schedule, and records, coordinating with various stakeholders.
+ Assists with the oversight of regulatory compliance programs by interpreting rules and regulations, collecting data, preparing reports, coordinating with various regulatory agencies and developing and managing environmental regulatory compliance programs, including, but not limited to, EPA, state and local water, air, hazardous material regulations, and related risk management program.
+ Assists with the record management of all regulatory compliance programs and associated facility operational records.
+ Assists with researching and implementing new projects and solutions to optimize operations and enhance regulatory compliance.
+ Assists with developing and conducting staff technical training programs.
+ Researches and writes technical reports and memos.
+ Performs other related duties as assigned to support the operations group.
REQUIREMENTS TO FILE
+ Bachelor’s Degree from an accredited college or university in Civil Engineering, Environmental Engineering, or a closely related field (proof required.)
OR
+ Engineer-In-Training (EIT) certificate recognized by the California State Board of Registration for Professional Engineers (proof required.)
+ A valid driver's license, or the ability to arrange necessary and timely transportation for field travel, is required.
Desirable Qualifications:
+ Master’s Degree from an accredited college or university in Civil Engineering, Environmental Engineering, or a closely related field (proof required.)
+ Related work experience.
+ Coursework in environmental-related studies.
+ Interest in water treatment, water quality, water systems, and environmental regulation and compliance.
+ Effective communication skills (verbal and written.)
+ Experience with MS Office applications (ex., Excel, Word, PowerPoint, etc.)
+ Able to work independently under minimal supervision.
