Description of Work Unit
The Engineering Business Office supports management decisions at all levels of the Walter Scott, Jr. College of Engineering atColorado State University. The Business Office provides accurate and timely data, meaningful financial reporting, policy interpretation and personal assistance to individual faculty and staff. We ensure compliance with all applicable local, state and federal regulations in the conduct of college business.
Position Summary
TheFinancial Business Manageris the primary financial position for the Walter Scott, Jr., College of Engineering and is responsible for coordinating the procedural, technical, and operational financial activity for the college, across all departments and all locations. The college Financial Business Manager provides financial expertise, guidance, and services to college leadership and department business managers. General responsibilities include sub-fund oversight and approvals, developing financial processes and procedures in keeping with university and state financial policies, and data analysis in support of the college’s mission. Particular duties within these areas of responsibility include long-term strategic and financial planning, establishing all department and office annual budgets, managing all non-budgeted revenue streams for the college, and overseeing all annual procedural audits, e.g., the course fee audit. The individual in this position reports to the Assistant Dean for Operations.
Required Job Qualifications
+ Bachelor’s degree in business, management, finance, accounting, or a related field.
+ Minimum of seven (7) years of experience assisting with managing business operations.
+ Demonstrated ability to work independently with a disciplined work ethic and to synthesize and organize large amounts of information in a cogent, methodical way.
+ Demonstrated leadership abilities are required and critical to success.
+ A valid driver’s license or ability to obtain a driver’s license, or have access to a licensed driver for occasional travel between College of Engineering campus locations within Colorado.
Preferred Job Qualifications
+ Master’s degree in business, management, finance, accounting, or a related field.
+ Ten (10) or more years experience assisting with managing business operations within an institution of higher education or similar institution involving complex research, teaching, service and outreach activities.
+ Two (2) or more years of experience supervising administrative and/or professional staff.
+ Proficiency with financial systems such as Kuali, human resource systems such as Oracle and TMS PeopleAdmin, Microsoft Office applications, and a variety of reporting tools and databases.
+ Experience with or knowledge of the CSU tripartite mission of teaching, research, and service.
+ Experience interpreting and ensuring compliance with a broad range of regulatory policies.

+ Develop and manage the entire budget and financial portfolio for the School of Biomedical Engineering and all offices within the Office of the Dean, including Academic and Student Affairs, Communications, Data Analytics, Development, and Human Resource, by applying the appropriate rules for each of the various fund groups, including E&G, RA/ RSP , DCE , and gift funds.
+ Manage the miscellaneous revenue process for the college, including deposits, ensuring that budget and revenue are classified and distributed correctly.
+ Provide organizational and division level financial approvals.
+ Provide official function approvals, ensuring that all expenses are appropriate and that university rules regarding official functions are followed.
+ Oversee the university Budget Construction process for the Walter Scott, Jr., College of Engineering.
+ Manage all college commitments, tracking new commitments and payments on existing commitments, providing an up-to-date commitment database for all departments.
+ Oversee the fiscal year end close process, including the carry-forward process.
+ Manage college revenue distributions: DCE , INTO , miscellaneous revenue, indirect cost returns (RA/ RSP ).
+ Oversee the university salary cap and fringe control process.

+ Ensure accounting operations are documented and develop procedures and processes in accordance with generally accepted accounting principles, Federal and State regulations, and University policies.
+ Oversee and coordinate all annual procedural audits, including the student course fee audit, the summer costs audit ( RAM Welcome, instructional costs), and the audit of accounts and groups in Kuali.
+ Provide financial guidance to department business managers, including State and University financial policies and procedures.

+ Provide expertise on and manage all payments to students (scholarships, fellowships, stipends, etc.).
+ Manage all graduate student funding and tracking.
+ Serve in the Account Manager role in Kuali for the following sub-funds: Continuing Education (12-accounts), Research Administration/Resources for Scholarly Programs (16-accounts), Charges for Technology and Special Course Fees (25-accounts), and Auxiliary (27-accounts).
+ This role requires division level oversight and approvals of Kuali transactions for funds in excess of $50 million.

+ Analyze account data for all fund types to assist with budget forecasting for all academic units.

+ Provide quarterly indirect cost reports and RA/ RSP projections.
+ Develop and provide monthly standardized financial reporting and ad-hoc reporting as requested.
+ Utilize financial analysis software to create queries and generate reports.
+ Utilize pivot tables to report and analyze financial data.
