    Working Title: IT Project Manager

     

    This position is located at the DCF Headquarters in Tallahassee in the Office of Information Technology Services.

    DESCRIPTION

    The OIT Project Manager and Project Delivery Specialist will be responsible for the overall direction, coordination, implementation, execution, control and completion of specific Information Technology projects and initiatives ensuring consistency with agency strategies, commitments and goals. The OIT Project Manager will also provide leadership, coaching and guidance to project teams on the use of project management tools, templates and techniques to ensure that departmental policies, procedures, guidelines and best practices are being followed. This individual maintains excellent communication with management and project resources both within and across organizations to ensure smooth running of all projects undertaken by the PMO and Strategic Programs Team.

     

    EXAMPLES OF WORK PERFORMED: (Note: The omission of specific statements does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

     

    Works with OITS team members and assists management with strategic planning.

     

    Supports the strategic planning of the unit with the use of data identification, data collection, data analysis, documentation, organizational analysis, reporting, audit and assessment compliance activities.

     

    Follows guidelines set forth within the Department and with PMI’s Project Management Body of Knowledge (PMBOK) to ensure projects are managed effectively

     

    Leads, motivates and develops proficiencies in project team members

     

    Tracks and manages assigned department projects to completion

     

    Facilitates meetings related to assigned projects

     

    Takes part in joint application design (JAD) sessions

     

    Provides agency-clients with project management expertise for the facilitation of OITS projects

     

    Develops Ideas, and workflow enhancements into project management plans and implementation plans.

     

    Provides assistance and expertise to OITS Managers in the use of Templates, Project Management tools and techniques

     

    Conducts research relating to information technology trends and strategic program objectives

     

    Develop Change Management Plans to support project delivery

    MINIMUM QUALIFICATIONS:

    Education and Work Experience:

    A bachelor's degree from a college or university in the areas of computer science, management of information systems, computer engineering, computer information systems, or information technology, with one year of professional experience in project management, business analysis, systems analysis, management analysis, program planning, program research, program evaluation, or data analysis; or,

    A bachelor's degree from a college or university in an unrelated field, with two years of professional experience in project management, business analysis, systems analysis, management analysis, program planning, program research, program evaluation, or data analysis; or,

     

    Professional experience as described above can substitute on a year for year basis for the required college education.

     

    Possession of a PMP® certification in good standing will be desirable but not required

     

    Minimum 1 years’ experience managing projects

     

    General knowledge of the State of Florida procurement process

    Required Knowledge, Skills and Abilities (KSA’s):

    Knowledge of all aspects of project management tools, methodologies, techniques and practices

     

    Keen written and oral communication skills, problem-solving skills including PMI’s project management methodology and PMBOK

     

    Skilled in the use of MS Office Suite software including Word, Excel, Outlook, PowerPoint, Visio, MS Project and Smartsheet,

     

    Knowledge of Information Technology project delivery processes

     

    Skilled in managing/coordinating multiple, high-priority assignments

     

    Ability to arrange and facilitate meetings

     

    Ability to elicit cooperation from a wide variety of sources including upper management, colleagues and vendors

     

    Ability to establish and maintain effective working relationships with others

     

    Ability to conform to shifting priorities, demands and timeliness

     

    Ability to communicate effectively

     

    Knowledge of State of Florida procurement process and requirements

     

    Ability to understand technical subjects and emerging technologies relevant to the organization

     

    Ability to process information logically

     

    Skilled in verbal, non-verbal, and written communications

    Other Job-related Requirements:

    Proficient knowledge and skills with Microsoft Office products (Word, Excel, PowerPoint, Visio, Project)

     

    Proficient in working within an MS Teams environment

     

    Knowledge of IT operations, procedures, and systems

     

    Preference will be given to applicants with the following credentials or experience

     

    Possession of a PMP® certification in good standing

     

    Project management experience.

     

    Working in a Project Management office.

     

    Proficiency in project management principles, methods, techniques and tools.

     

    Proficiency in the use of project management technology tools, including Microsoft Project, Smartsheet, etc.

     

    Working in and/or managing a Project Governance Processes.

     

    Using Microsoft applications/products such as Word, Excel, PowerPoint, Visio, Project, and/or SharePoint to produce reports, project documents, and process flow diagrams.

     

    Knowledge with the State of Florida Procurement and Purchasing laws, rules, etc.

    SPECIAL PREFERENCE:

    Preference will also be given to applicants who have a PMP certification, as well as, to applicants who have a bachelor’s degree or above from an accredited college/university or an associate degree in a computer related field.
