THE POSITION
The Department of Transportation is actively looking to hire a Roadway Programs Technician 2. This position involves a range of technical inspection and contract management responsibilities across various county-wide specialized services. The technician will oversee essential tasks such as herbicide spraying, mowing, tree trimming, and stump removal, as well as guide rail repairs and the planting of wildflowers. Additionally, the role includes managing reimbursable accident damages and gathering critical information related to potential tort cases. DESCRIPTION OF WORK
In this role, you will support the assistant county managers by gathering field data essential for the development and upkeep of various reports, tables, and forms. You will also be tasked with procuring necessary maintenance and operational supplies for the organization, which includes creating and managing purchase orders through SAP and SRM systems. Additionally, you will assist in the purchasing process using the designated corporate purchasing card, conducting research and reviewing information pertinent to the acquisition of materials for scheduled projects. Your responsibilities will extend to preparing and overseeing material bids via e-procurement, aligning these efforts with summer maintenance activities and the annual work plan. This includes initiating purchase orders, drafting product or service specifications, maintaining a list of qualified vendors, and preparing requests for quotes (RFQs). You will also be responsible for receiving, reviewing, and certifying bids, ultimately recommending contract awards based on your evaluations. Furthermore, you will act as the coordinator for the winter municipal agreement, aiding in the collection and analysis of data from municipalities to ensure that all necessary documentation is submitted and payments are processed accurately for the winter season, including adjustments for severe winter conditions. Your role will also involve preparing snow maps that detail truck and operator information along with snow route assignments. Lastly, you will serve as the Continuity of Operations Plan (COOP) coordinator for Cumberland County, ensuring that the county's operational strategies remain effective and resilient in the face of disruptions.

Work Schedule and Additional Information:

+ Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.

QUALIFICATIONS
Minimum Experience and Training Requirements:
+ One year as a Roadway Programs Technician 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
+ One year of experience in analysis of data utilized in planning and scheduling of work, materials and equipment, and an Associate's Degree in the field of Business Administration, Computer Science, Highway Engineering Technology or closely related program; or
+ Any equivalent combination of experience and training.
