Summary About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center, and Dunham U.S. Army Health Clinic, Peacekeeping and Stability Operations Institute, and the Installation Management Command. Responsibilities Daily management of the US Army War College International Student Management Office (ISMO). Operational control of select senior-level international military officers and civilians from countries around the world assigned to the US Army War College. Ensure program focuses on senior leadership of critical American industrial, social and political infrastructure. Supervise assigned staff, program administration, orientation, education, training, and outreach. Coordinate with over 80 embassies, six regional commands, the Joint and Army staffs and, travel worldwide to brief commands and specific embassies. Work directly with top executives of the national industrial base, as well as political and social leaders to ensure maximum exposure to America’s way of life. Develop learning objectives, then research, plan and execute visits to agencies spanning the spectrum of American society, from multinational corporations to small town hall meetings. Ensure the coordination of arrivals, administrative in processing and registration, and meeting the immediate basic needs of Fellows and their families such as housing, transportation, finances, medical and bureaucratic requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: 1) assisting with developing policy affecting all aspects of operations; 2) reviewing methods to evaluate the effectiveness of operations; 3) advising international students on the suitability of language skills, rank, and/or professional background; 4) collaborating with senior officials, government agencies, civilians, military, students, and/or guests; AND 5) assist with managing strategies for programs, administration, outreach, student services, and/or family support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Customer Service Decision Making Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This position is not eligible for regular and recurring telework. This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework". Situational telework is approved on a case-by-case basis, where the hours worked were not part of a previously approved, ongoing, and regular telework schedule. Situational telework is sometimes also referred to as episodic, intermittent, unscheduled, or ad-hoc telework.
