    OPENING:

    SUMMARY:

    The Random Testing Specialist supports the Manager, Rail Compliance in the oversight of employer and service agent responsibilities mandated under federal regulations and MTA policy. The Random Testing Specialist also supports interdepartmental standards and controls necessary to ensure mandated testing is performed.

    RESPONSIBILITIES:

    + Open all Collector envelopes (Collections completed by each Collector)

    + MTA COLLECTORS

    + Separate Our copies from OHS copies.

    + Review each Test for any errors.

    + Any test with errors - a detailed email (Name, BSC, Date of Collection, ATF and or CCF number, and a description of the error) goes to the Collector requesting an Affidavit correcting the error.

    + ALL TESTS get logged in on the OHS Log.

    + File Employer copies in appropriate file Radom, DOT Follow-Up, Return to Duty (Reasonable Cause/Suspicion and Non-DOT Follow-Ups.

    + EMPIRE COLLECTORS

    + Separate Our copies from OHS copies.

    + Make a Copy of ATF for OHS.

    + Everything else, same as MTA Collectors.

    + OHS COLLECTORS

    + Enter all information for the tests into SmartSheet, as OHS has no access to SmartSheet.

    + Everything else, same as MTA Collectors.

    + Affidavits for All Tests

    + Prepare a request for any Affidavits needed Collectors that have any errors on their paperwork, make a copy of email for OHS and our copy (Employer Copy) of the test, attach a Post-It Note to any collection that had a pending or outstanding Affidavit.

    + When the Affidavit is received, scan a copy to OHS, and attach original to Employer copy.

    + Entering Results of Tests.

    + Receive Current Month Randoms, ALL Follow-Ups, Return to Duty and separate each category.

    + Check for Positive, Dilute/Retest, MRO Signature (Make sure that date signed is newer than the date of the test).

    + Enter all results into SmartSheet.

    + Filing of Results

    + File each of the remaining results by category, attaching each one to the original test.

    + Positive Drug & Alcohol Tests.

    + Receive results from MRO/DER.

    + Prepare “Red File” (Background Information) and monitor to ensure all documents are obtained in a timely manner.

    + Once RTD Results are received, email Manager, MNR Rail Compliance to alert him that Individual is ready to be ready to be added to the Follow-Up Program.

    + DOT Follow-Up Responsibilities

    + NEW to Program.

    + Ensure all “RED FILE” Documents have been received.

    + Set-up Five Year Files, Attach a copy of Schedule to each of the five files.

    + Map out first year’s schedule.

    + Currently in the Program.

    + Beginning of each month – Make list of who needs to be tested, and how many times that month, rearrange individual schedules as needed, and where possible, to ensure the total amount of tests for the month is attainable – Add any remarks for individuals that MUST be tested ( i.e. end of their Rolling Year, Behind schedule, etc. ).

    + DAILY – Enter all results, received by OHS into SmartSheet, mark each individual’s name and date of the test off of both the monthly list, as well as their individual sheet then file.

    + Middle of month – Check to see which of the Follow-Up results have not been received by OHS. Send an email to request them. Follow-Up a in a few days, if they haven’t been received.

    + Check on any pending Affidavits, send reminders, if necessary.

    + Other duties as assigned.

    KNOWLEDGE, SKILLS, & ABILITIES:

    + Familiarity with federal regulations regarding workplace drug testing, including Title 49 CFR Part 40, as well as individual Department of Transportation (DOT) mode regulations.

    + Must maintain the strictest level of confidentiality.

    + Ability to effectively interface with employees, management and customers.

    + Adapts to changes in the work environment, manages competing demands; changes approach or method to best fit the department and able to deal with frequent changes or unexpected events.

    + Demonstrates accuracy and thoroughness; looks for ways to improve and promote quality; monitors own work to ensure quality.

    + Proficiency in and/or ability to learn organizational and presentation skills.

    + Proficiency in and/or ability to learn communicate and interact well with external agencies.

    + Proficiency in and/or ability to learn completing short- and long-term projects effectively and as efficiently as possible.

    + Proficiency in and/or ability to learn analytical and/or quantitative skills.

    + Demonstrated proficiency in , or ability to learn , the Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

    EDUCATION & EXPERIENCE:

    + An associate’s degree in a related field or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

    + Minimum two ( 2 ) years related experience.

    PREFERRED:

    + Familiarity with transportation and/or railroad operations experience.

    + Familiarity with the MTA’s policies and procedures.

    GENERAL:

    + May need to work outside of normal work hours (i.e. evenings and weekends)

    + Travel may be required to other MTA locations or other external sites
