    General Summary:

    Qualcomm Technologies is looking for a tech-oriented, self-motivated public communications professional with policy, legislative, legal and crisis expertise to support the Policy and Legal Communications team. The Policy & Legal Communications [Manager] will help the team execute creative, high-impact public relations and marketing strategies, executive positioning platforms, and other targeted activations across priorities for multiple Qualcomm business units and organizations.

     

    This person will be responsible for liaising with the patent licensing business (QTL), government affairs, and legal teams, in coordination with the broader corporate and product communications teams to develop communications plans, execution strategies, and drive key messaging to support business growth. This role will also include driving the public engagement strategies for executives to increase visibility and support specific business objectives. As a key member of Qualcomm’s communications team, the Policy and Legal Communications Manager will act as a strategic partner to the broader Marketing team in addressing policy, legal, or regulatory issues affecting the company. This Manager will also be responsible for ensuring Qualcomm shows up externally with one voice and drives a greater understanding and appreciation of its products and technologies.

    Job Responsibilities:

    + Drive major, cross-team and cross-functional policy & legal communications initiatives in support of key business objectives.

    + Provide white-glove, proactive, detail-oriented support to executives for public-facing engagements, including speakerships and media interviews.

    + Author high-level messaging documents, talking points, speeches, and briefing materials pertaining to complex legal and policy issues.

    + Build strong, trusting relationships with colleagues and executives in the government affairs, patent licensing, and legal organizations.

    + Provide strategic counsel to product comms leads, marketing counterparts, and other key business stakeholders on issues and initiatives pertaining to the government affairs, patent licensing, and legal teams.

    + Work in collaboration with the communications team to ensure Qualcomm’s regulatory and policy perspectives are considered in broader company storytelling.

    + Collaborate with agencies of record to enhance Qualcomm’s public relations and marketing efforts.

    Core Competencies:

    + Proactive, creative, service-oriented problem-solver with experience in driving impactful public relations.

    + Experience in building and managing digital campaigns including influencer programs.

    + Ability to effectively communicate with a broad set of influencers, media and analysts to ensure our product positioning, technology leadership, and policy and legal priorities are well understood.

    + Solid understanding of the changing media landscape and ability to set direction for team to adapt and maximize impact of storytelling.

    + Strong ability to develop and maintain trusting relationships in a highly nuanced, multi-stakeholder corporate environment.

    + Proven self-starter who thrives while operating in ambiguous situations.

    + Ability to understand and distill particularly complex public policy and legal matters.

    + Ability to negotiate with key stakeholders, prioritize, and set direction for the team’s efforts.Thoughtful, trusting, hands-on approach to managing and mentoring direct-reports.

    Minimum Qualifications:

    • Bachelor's degree and 5+ years of Public Relations or related work experience.

    OR

    Associate's degree and 7+ years of Public Relations or related work experience.

     

    *Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.

    Preferred Qua** **lifications:

    + 7+ years of experience in leading communications efforts within semiconductor, communications, or technology space including direct interaction with media and analysts to pitch and shape stories.

    + Bachelor's degree in English, Journalism, Communications, Marketing, Political Science, Business or Engineering

    + Proven storytelling skills in both earned and paid media

    + 5+ years of experience working across policy & legal teams to drive business objectives

    + Demonstrated experience working across marketing disciplines and with business leaders

    Pay range** **and Other Compensation & Benefits** **:

    $130,600.00 - $195,800.00

     

    The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted. Even more importantly, please note that salary is only one component of total compensation at Qualcomm. We also offer a competitive annual discretionary bonus program and opportunity for annual RSU grants (employees on sales-incentive plans are not eligible for our annual bonus).
