1. TASK & DUTIES LIST AND MEASURES OF PERFORMANCE FOR: WATER TREATMENT PLANT CHIEF OPERATOR
• PAY STATUS: NON-EXEMPT
2. REQUIREMENTS:
Education: Graduation from high school or GED equivalent and technical training in the operation of water treatment facilities with a working knowledge of equipment, material, facilities, methods and procedures used in the water treatment plant operations and maintenance.
Licensing, Registration or Certification: Background check must be satisfactory.
Pre-employment screenings must be passed.
Must possess or be able to obtain at time of hire, and maintain a valid WV drivers license.
Must possess and maintain a West Virginia Class III Water Supply Operator License while in position.
Experience Education and/or experience above or any equivalent combination of education and experience.
Skills, Knowledge and Abilities: Working knowledge of equipment materials, facilities, methods and procedures used in the water treatment plant operations and maintenance.
Knowledge of sampling and analysis procedures and methods for water treatment systems.
Working knowledge of computer systems and data bases for process control and records/report writing.
Ability to interpret data for the adjustment of treatment process.
Ability to operate motor vehicles, laboratory equipment and other specialized equipment.
Ability to perform duties in a safe manner to set examples for the operating staff.
Ability to effectively meet and deal with the public, always being polite as a representative of the City.
Ability to communicate ideas clearly, concisely, and effectively both orally and in writing, with people on all levels and to understand and carry out verbal and written instructions.
Ability to establish and maintain effective working relationships with City officials, vendors, regulatory agencies, department heads, associates, and the general public.
Ability to handle stressful situations in a calm, reasonable and professional manner.
Physical: Body Positions: Standing, walking, sitting, climb, balance, stoop, kneel, crouch and crawl.
Body Movements: Must use hands to finger, handle, feel or operate objects, tools, or controls.
Must be able to meet any required physical standards.
Must regularly reach with hands and arms.
Must be able to frequently lift and/or move up to 50 pounds and occasionally lift and/or move more than 100 pounds.
Stand, walk, sit, stoop, kneel, crawl, balance, climb and crouch.
Body Senses Sight, hearing, speech and smell. Must be able to speak and hear. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Supervision Exercised Supervision of plant operating staff and could, on occasion, supervise Distribution system staff during data collection and maintenance activities involving treatment plant.

3. TASKS and DUTIES OF JOB: General Definition: Performs a variety of skilled technical and maintenance tasks involving the overseeing of the day-to-day operation of both the Baltimore & Williams Street and Big Springs Water Filtration Plants. Employee works under the regular supervision of the Utilities Director or the Assistant Utilities Director. While performing the duties of this job, the employee normally works indoors the majority of the time, however, since the treatment plants consist of numerous buildings this employee would be exposed to all types of weather conditions in travel from building to building. While performing the duties of this job, the employee occasionally works near moving mechanical equipment and is exposed to wet and /or humid conditions. The employee is frequently exposed to toxic or caustic chemicals, agents and other chemicals used in water treatment. Working with various chemicals and mechanical/electrical equipment can be hazardous. The employee is required to work around large open top tanks that can be hazardous. The employee operates motor vehicles, laboratory equipment and other specialized equipment. Noise levels are low to moderately loud.
1 Maintains the required confidentiality of all work.
2 Assign and supervise the duties and work schedules of water treatment plant operators at both facilities. Oversees operator staffing at facilities and makes recommendations on requirements to meet system demands.
3 Establishes and maintains distribution system/sampling/monitoring protocol in accordance with West Virginia Department of Health requirements and any other regulatory agency reporting and City records.
4 Monitors and reviews data daily to make adjustments in plant processes and feed equipment to obtain peak performance. Assures through this data review that all processes are operating within their required range of established parameters.
5 Trains or locates training for operating staff in acceptable operation methods to maintain skilled operating staff and maintenance of their certification requirements.
6 Oversees the calibration and maintenance of electrical and mechanical equipment to schedule maintenance by plant staff and outside agencies.
7 Schedules and conducts plant inspections and tours by regulatory and outside agencies to ensure compliance and public relations.
8 Reviews and signs plan operations logs and other data as required by regulatory agencies and ensure the timely completion and submission to required agencies.
9 Maintains materials and supplies for the safe operation of the water treatment facilities.
10 Any and all other duties assigned by the Utilities Director or Assistant Utilities Director
