Job Description

The Office of Research and Policy Innovation (ORPI) brings together four units that provide critical policy-related information to agency leadership. ORPI also supports a broad network of homeless services providers, as the official NYC government partner for federal Housing and Urban Development (HUD) grants.

Housed within ORPI, Federal Homeless Policy and Reporting (FHPR) directs the NYC Continuum of Care (CoC). The FHPR CoC team serves as the designated collaborative applicant for the US Department of Housing and Urban Development (HUD) CoC funding competition for approximately $170 million annually to NYC. CoC staff conduct project oversight, including evaluating the fiscal and programmatic impact of CoC-funded projects. Additionally, CoC staff research and propose policy and program responses to homelessness through community engagement and partnership with CoC stakeholders.

ORPI is recruiting for one (1) City Research Scientist (level 4) to function as a Director of CoC Engagement and Project Oversight who will:

- Oversee staff of 7, including direct supervision of CRS III and CRS II staff.

- Lead the development and submission of the NYC Collaborative Application for the CoC Notice of Funding Opportunity (NOFO), including:

o Run a local competition to identify and rank new projects.

o Manage review and submission for over 170 individual renewal projects.

o Draft NYC’s collaborative application in consultation with DSS-HRA-DHS leadership, partnering City Agencies, and other CoC Stakeholders.

o Manage special and ad hoc HUD funding opportunities, including running targeted local competitions as needed.

- Serve as the agency’s in-house expert on HUD CoC policies, program guidelines, and priorities. This includes actively participating in federal HUD technical assistance efforts and providing guidance to partnering City Agencies and funded not-for-profits.

- Lead priority initiatives for the CoC, requiring interfacing with managers of CoC Projects, inter-agency staff, budget and program monitoring entities, and other stakeholders.

- Manage project monitoring and support of CoC funded projects. Oversee staff who conduct quality assurance and compliance reviews and monitor spending and service delivery in line with HUD regulations.

- Guide team in Community Engagement efforts, including:

o Support the NYC CoC Steering Committee (SC) & sub-committee functioning and hold annual elections for SC members.

o Plan and hold public meeting to reach larger CoC Stakeholder audience and share key guidance to CoC providers and community at large.

o Maintain up-to-date information on the CoC Website and regular external communications.

- Manage annual CoC Planning Grant from HUD in amount of $1.5 million annually to support CoC staff and eligible activities, including designating annual budget construct, monitoring invoices, and submitting annual close out and performance reports to HUD.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.

Salary Max: $122,034.00
