The Idaho Department of Parks and Recreation (IDPR) is seeking an Outdoor Recreation Training Coordinator to join our team in the East Region Office!

IDPR manages 30 state parks, trails, and recreation areas across every region of Idaho. We are a mission-driven organization made up of dedicated individuals who build parks, protect natural resources, and expand outdoor recreation opportunities that improve quality of life in Idaho. IDPR provides free education courses for boaters and off-highway vehicle (OHV) operators and administers grant programs that support recreation facilities and services for a wide range of users. Through our Recreation Bureau, we are committed to educating the public on safe and responsible recreation.

As the Outdoor Recreation Training Coordinator, based in our East Region Office, you will lead training efforts related to boating safety, OHV use, and snowmobile and winter recreation safety. The OHV Education Program offers statewide instruction for operators of all-terrain vehicles (ATVs), motorbikes, and utility-type vehicles (UTVs), with an emphasis on safety and responsible riding. You will also support boating education by helping train and provide resources to Idaho sheriff’s deputies and others responsible for patrolling Idaho’s waterways. This position involves coordination and outreach with law enforcement agencies, educators, user groups, and partner organizations.

You will work closely with counterparts in our Headquarters and North Region Offices and report to the Boating and OHV Program Supervisors, both located in Boise. Because of its regional focus, this role requires strong communication skills, initiative, and the ability to work independently.

EXAMPLE OF DUTIES

Training & Public Education Programs

+ Identify and assess training needs and establish training objectives and priorities

+ Design, develop and modify courses and materials

+ Develop curricula to ensure related certifications and select, train and certify training instructors

+ Interpret, apply, and recommend laws, policies and procedures related to safety and/or user education

+ Write, develop and edit lesson plans, prepare and administer written and proficiency tests, evaluate program effectiveness and make policy recommendations to supervisor

+ Teach courses including classroom and field components for internal employees, schools, community education, and other groups

+ Collect and analyze statistical data, prepare records and reports, and may operate specific recreational or other equipment during training exercises

Public Relations/Technical Assistance.

+ Coordinate with program managers and the communication manager to write and disseminate specific recreation information and news releases and may initiate and maintain contact with the media

+ Provide consultation and technical assistance to federal, state and local law enforcement and government officials, user organizations, and private individuals on funding, materials, and instruction necessary to establish specific recreation programs

+ Respond to inquiries regarding facilities, recreation opportunities, and specific recreation projects and procedures

+ Represent the department at meetings, conferences and trade shows

+ Coordinate activities with law enforcement personnel, educators and user organizations, groups and agencies

+ Make oral presentations on various outdoor recreation topics

+ Participate with user organizations in training activities

+ May participate in or lead group rides

+ Ensure that the program meets all applicable federal, state and local safety and health requirements

MINIMUM QUALIFICATIONS

+ A valid driver's license.This position requires the incumbent to possess and maintain a valid driver’s license throughout the course of employment.

+ Experience reviewing and revising instructional course content and materials.Typically gained by revising curriculum, training manuals, or lesson plans for at least one course that included structured classroom or field instruction and a formal evaluation or certification component.

+ Experience teaching classes in a structured learning situation.Typically gained by at least six months of delivering planned instruction in a classroom, workshop, or field-based training setting using established curricula or learning objectives.

+ Experience interpreting and communicating technical and specialized material into oral presentations or written material for the public.Typically gained by at least one year of experience developing and presenting complex or specialized content in a simplified, accessible format for public audiences through educational materials, presentations, or training sessions.

+ Experience researching, analyzing, and compiling information with facts and statistics.Typically gained by at least one year of gathering data from multiple sources, evaluating it for accuracy and relevance, and organizing findings into reports, summaries, or visual presentations to support decision-making or communication efforts.

MINIMUM QUALIFICATION SPECIALTIES

BOATING

+ Good knowledge of boating safety practices.Typically gained by recent completion (within the last five years) of a NASBLA-approved boating safety course or experience that includes instructing others, enforcing boating safety rules, or applying safety principles while operating or supervising recreational boating activities.

+ Some knowledge of local, state and federal regulations and laws related to all types of recreational boating use.Typically gained by work and/or volunteer experience with a marine patrol unit, U.S. Coast Guard, or similar agency that involved interpreting and applying boating laws and regulations, or through completion of a NASBLA-approved course.

+ Experience operating motorized watercraft.Typically gained by at least one year of hands-on experience independently operating motorized vessels such as powerboats, sailboats, or personal watercraft in varied conditions for recreation, instruction, or patrol.

OFF-HIGHWAY VEHICLES

+ Good knowledge of off-Highway Vehicle (OHV) responsible use and safety practices.Typically gained by completion of a federal and/or state agency- or industry-recognized OHV safety course (e.g., ATV Safety Institute, Motorcycle Safety Foundation, Snowmobile Safety Institute) within the past five years or equivalent experience demonstrating responsible and safe OHV operation.

+ Some knowledge of local, state, and federal regulations and laws related to motorized off-highway recreational vehicle use.Typically gained by at least one year of participation in organized OHV activities (e.g., through clubs or events) that included operating on public lands and applying applicable land use regulations, or direct work experience related to OHV law enforcement, education, or compliance.

+ Experience operating snowmobiles, ATVs, and trail bikes.Typically gained by at least two years of independent operation of snowmobiles, ATVs, or trail bikes in recreational or work settings involving varied terrain and conditions.
