    Duties Description The incumbent will support the Disaster Recovery Programs Finance-Payroll Reimbursement Unit. The duties include, but not be limited to:• Provides technical assistance on accounting problems and answers questions from staff ensuring that all operating objectives of the program area are being met. • Monitors and tracks related grants and contracts as well as related expenditures and disbursements.• Performs reconciliations on a regular basis and disbursements to balance with Statewide Financial System (SFS); investigate discrepancies and resolve variances.• Analyzes, reviews, and approves accounting transactions. • Prepares and reports on grants for use on federal and state agencies (Office of Inspector General, FEMA, Office of State Comptroller and Division of Budget).• Assists with the development of policies and procedures for the unit.• Acts as liaison to the unit providing technical assistance on accounting issues and processing questions.• Assists with the review and evaluation of existing accounting or auditing methods and procedures; identify problem areas.• Develops and conducts trainings on goals, process, and accounting practices for staff.• Completes special reports or projects as needed.• Performs full range of supervisory responsibilities.• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. • Performs other duties as required.

     

    Minimum Qualifications Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as an Associate Accountant and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 21 and eligible for transfer under Section 70.1 as appropriate of the Civil Service Law.
