Description
ICF seeks a **Grant Manager** to support our Disaster Management division. The Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and long-term housing, economic and infrastructure recovery after disaster strikes.
Our functional expertise is in program management and operations, planning and preparedness, technical assistance and training, strategic communications and outreach, compliance and monitoring, and performance measurement and evaluation. Clients include states and localities administering HUD and FEMA funded disaster recovery programs. We often work in close collaboration with ICF experts across the firm on related issues such as energy efficiency and green building, infrastructure, financial literacy, and workforce development. All our work is done in a professional, collegial, and intellectual environment that allows individuals pursue their passions and generate results.
Key Responsibilities:
+ Lead program(s) implementing post-disaster recovery efforts
+ Ensure that the services provided by the program team address recovery goals and support strong coordination with the appropriate client departments, agencies, and other entities involved in recovery efforts
+ Participate in meetings with the grant management team and clients; and provide necessary information as requested.
+ Be able to perform detail-oriented compliance reviews of procurement, applications, draws, contract amendments, and more.
+ Research and review relevant regulations and policies that support grants allocations.
+ Develop written products and tools for grantee policies and procedures, program implementation, and design.
+ Provide training and technical assistance in infrastructure and mitigation.
Minimum Qualifications:
+ 3+ years direct experience in providing training and technical assistance in the field of community development, infrastructure grant programs, and/or construction oversight.
+ 3+ years of in-depth and hands-on knowledge of the CDBG/CDBG-DR/CDBG-MIT programs, regulations, and implementation.
+ Willingness to travel up to 10% depending on role and project needs.
Preferred Skills/Experience:
+ Experience delivering training and technical assistance to and/or implementing projects on behalf of state and local government agencies.
+ Project and personnel management skills.
+ Strong analytical skills, such as experience in case or grant management, auditing or finances.
+ Prior experience with or knowledge of federal and state laws, regulations, funding agency policies, and other requirements that affect grant program administration.

**Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$55,388.00 - $94,160.00
