    This is a non-merit position with Iowa Workforce Development .

     

    Iowa Workforce Development (IWD) is seeking applicants for the position of Public Service Manager 2/Bureau Chief – WIOA, Title I, Title III and Trade.

     

    Domicile will be determined based on the hired candidate’s location at one of our IowaWorkscenters.

     

    Summary of position

     

    Responsible for statewide leadership and oversight of workforce programs, ensuring compliance with federal and state laws through strategic program management, policy development, and budget administration. This role requires strong communication, organizational leadership, and the ability to drive performance and adapt under pressure.

     

    Description of work

     

    Under the direction of the Workforce Services Division Administrator, the Bureau Chief provides statewide leadership and oversight for the administration of Iowa Workforce Development’s (IWD) Workforce Innovation and Opportunity Act (WIOA) programs and the Trade Adjustment Assistance Act (TAA) program.

     

    In this role you will be responsible for supervising and evaluating the work of Workforce Program Coordinators, Workforce Advisors, and Administrative Assistant 1 to ensure alignment with program goals, targets, and procedures. The Bureau Chief establishes and implements policies and procedures governing the WIOA Title I Adult, Dislocated Worker, Youth, Rapid Response, and National Dislocated Worker Grant programs, as well as the WIOA Title III Wagner-Peyser program, Work Opportunity Tax Credit (WOTC), Foreign Labor Certification (FLC), Migrant and Seasonal Farm Worker (MSFW) State Advocacy System, Ticket to Work, and Trade Act programs.

     

    As a Bureau Chief your responsibilities include leading teams in policy development, implementation, training, technical assistance, compliance monitoring, and performance reporting. The Bureau Chief collaborates with the Division Administrator and legal counsel. Develop program targets and performance measures based on data analysis and provide strategic policy recommendations to agency leadership. This position also works closely with the American Job Center Division of IWD and external partners, including the U.S. Department of Labor, to ensure consistent, compliant, and data-informed program delivery across the state.

     

    The successful candidate in this role will manage program budgets exceeding $20 million annually in collaboration with the Division Administrator and financial management team to achieve budget goals. Serves as the primary liaison and subject matter expert for the U.S. Department of Labor’s Employment and Training Administration (ETA), Local Workforce Development Boards, and Title I service providers, providing guidance and oversight for all assigned programs.

     

    In this role you will provide direct supervision to a team of 10–15 staff, effectively recommend personnel actions including interviewing, hiring, performance evaluations, disciplinary measures, leave management, and work assignments. Analyze workforce productivity, expenditure data, and assignment reports to optimize staffing levels and ensure efficient service delivery.

     

    Perform other duties assigned, including supporting fellow Bureau Chiefs, managers, and Workforce Services Division staff on special projects and cross-program initiatives. Represent Iowa Workforce Development at conferences, meetings, and other official functions as needed.

     

    Travel is required.

    + Cultivates and maintains positive working relationships with internal teams, external partners, stakeholders, and the public.

    + Establishes and enforces operational guidelines to effectively plan, execute, and evaluate projects carried out by subordinate staff.

    + Monitor, analyze, and assess the impact of legislative and regulatory developments on organizational programs and services.

    + Communicates ideas and information clearly, concisely, and professionally across multiple formats, including written reports, verbal presentations, meetings, phone communications, and public engagements.

    + Demonstrates the ability to perform effectively under pressure in high-stress situations, including emergencies and sustained heavy workloads.

    + Exhibits strong initiative, a high level of commitment, and effective organizational and time management skills to achieve program objectives.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

     

    2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.

    3) All of the following (a and b):

    a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

    4) All of the following (a, b, and c):

    a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and

    b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
