Summary This position is located at the Cass Lake Service Unit, Information Technology (IT) Department, Cass Lake, Minnesota. The primary purpose of this position is to provide and administer IT equipment, Servers, PACS; maintain LAN/WAN links for IT equipment and PACS workstations and service customer requests that require analytical and evaluate duties related to Information Technology (IT), IT networks and Picture Archiving and Communication Systems (PACS). Responsibilities Total Compensation Package - Check out IHS's outstanding total compensation package for this job: IT Specialist Total Compensation | Pay (ihs.gov) Responsible for resolving complex system problems that result from unique hardware and software configuration, requiring the incumbent to isolate the problem according to hardware, software, telecommunications or user error; and coordinates with other professionals to resolve problems not addressable locally. Serves as the System Administrator for Vista Imaging; provides technical support by planning and coordinating the installations, testing, operation, troubleshooting and maintenance of hardware and software, which is a multimedia complements to the Electronic Health Record (EHR) as well as a Picture Archiving and Communication System Imaging Systems (PACS). Initiates, designs and conducts feasibility studies to determine optimal approaches for the application of information technology to the support of health care delivery and management; such studies require coordination of information requirements; hardware, software and telecommunications availability, cost and staffing impacts and confidentiality of data. Responsible for the administration, maintenance and support of major IT systems including hardware and software administration, maintenance and support for the Vista Imaging Picture Archive and Communication System, Windows servers, LAN and WAN systems; provides Windows security patch management on all computer systems/servers and assures that systems are current with agency approved anti-virus definitions. Provides expert hardware and software design, recommendation, installation, support and maintenance of Vista Imaging, Resource Patient Management System (RPMS) and Electronic Health Record (EHR) requirements in order to provide secure access for package owners and end users; works closely with Information System Security Officers in order to provide expert advice and support in order to support and maintain total security and privacy of the RPMS and EHR systems. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. BASIC REQUIREMENT(S): Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-11: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. and Specialized Experience for GS-11: Positions at GS-11 require one year of specialized experience at the GS-09. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Working experience in a health care information technology environment, installing, configuring, upgrading and troubleshooting hardware and software components; providing hardware and software support or training to customers; knowledge of Ensemble, Windows operating systems to include server editions, Microsoft Office applications, Active Directory, Exchange, MUMPS and other programming environments. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. Recruitment or relocation incentives may be authorized.
