    Job Description

    The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high-quality drinking water per day to 9 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

     

    This position is within the Bureau of Environmental Planning & Analysis under the Green Infrastructure Capital Planning & Partnerships unit. This a multi-disciplinary unit that provides planning support, data analysis and management and community engagement for several priority sustainability efforts including the NYC Green Infrastructure Program, and other nature-based and or integrated water management strategies developed in support of the 2023 Consent Order Modification to reduce Combined Sewer Overflows (CSOs) and NYC Long Term Control Plans (LTCPs), NYC Municipal Separate Storm Sewer System (MS4) Permit, DEP’s Strategic Plan, and PlaNYC goals.

     

    The Grants Associate will work across other units within the Bureaus of Environmental Planning & Analysis and Sustainability to identify projects suitable for external funding and will lead efforts to secure funding. The selected candidate will need to be well versed in the technical aspects of stormwater management, integrated water management, and the use of nature-based solutions for water quality and climate goals to support funding applications and advise teams. The Grants Associate will coordinate grant tracking and reporting with bureau and agency budget teams and will work across city agencies with other partners to collaborate on funding applications that may be led externally. This role combines technical understanding of stormwater and integrated water management solutions, such as green stormwater infrastructure, with advanced grant writing and reporting skills to secure funding, document project outcomes, and support regulatory compliance. The position will involve collaboration with other bureaus within DEP, other city agencies, community stakeholders, and external partners.

    Responsibilities:

    - Continuously evaluate state, federal and non-governmental organization funding opportunities, providing feedback on draft funding guidelines where appropriate.

     

    - Review bureau expense and capital plans to plan for funding opportunities and advance timely funding applications.

     

    - Lead funding applications, technical proposals and reports working with technical teams and bureau and agency budget staff.

     

    - Assist in bureau capital planning and budgeting efforts with technical teams and bureau budget and procurement staff.

     

    - Coordinate grant tracking and reporting working with bureau and with agency budget and technical staff.

     

    - Participate in project feasibility studies with staff and consultants as new projects are developed.

     

    - Review project designs, ensuring compliance with environmental and urban planning standards.

     

    - Conduct data analysis and mapping using GIS tools in support of funding applications.

     

    - Collaborate with city, state, and federal agencies to align potential projects with regulatory requirements.

     

    - Monitor project performance and produce reports on outcomes.

     

    - Assist in coordinating interagency meetings and stakeholder workshops to advance citywide stormwater and integrated water management goals.

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

    To be appointed to Assignment Level II and above, candidates must have:

    1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

    2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    NOTE:

    Probationary Period

     

    Appointments to this position are subject to a minimum probationary period of one year.
