    Federal Retirement Planning & Strategy SME

    The Position:

    We are looking for eager, driven candidates with experience in defined contribution retirement planning, financial strategy, and organizational leadership to support strategic planning efforts at the Federal Retirement Thrift Investment Board (FRTIB). The SME will play a key role in strategic financial planning, investment policy development, and facilitating high-level planning sessions with agency leadership. This position requires expertise in defined contribution plans, government retirement systems, financial forecasting, stakeholder engagement, and policy evaluation. The successful candidate will be responsible for guiding discussions on long-term retirement plan optimization, participant engagement strategies, and operational efficiency improvements.

     

    Strategic Planning and Facilitation

     

    + Develop and implement long-term strategic financial planning frameworks for FRTIB operations.

    + Facilitate executive-level strategic planning sessions to align retirement fund objectives with agency priorities.

    + Identify emerging trends and propose forward-thinking initiatives for improving defined contribution plan management.

     

    Policy and Regulatory Compliance

     

    + Interpret federal retirement policies, including FERS, CSRS, and TSP regulations.

    + Ensure compliance with ERISA principles, IRS guidelines, and FRTIB financial policies.

    + Provide insights on legislative changes affecting defined contribution retirement programs.

     

    Investment Strategy and Financial Management

     

    + Assess investment fund performance and support financial forecasting models.

    + Guide discussions on fund allocation, risk management, and participant investment choices.

    + Provide recommendations for optimizing cost efficiencies and participant financial security.

     

    Stakeholder Engagement and Advisory Services

     

    + Facilitate cross-department collaboration to align agency strategies with participant needs.

    + Lead workshops, briefings, and engagement sessions for executive leadership and key stakeholders.

    + Develop reports and presentations to support decision-making in defined contribution strategy.

     

    Audit and Risk Assessment

     

    + Assist in financial risk assessments and compliance reviews for retirement fund administration.

    + Provide recommendations for enhancing operational controls and efficiency in retirement planning.

    + Support internal and external audit inquiries by preparing documentation and strategic insights.

     

    Retirement Plan Optimization and Participant Engagement

     

    + Analyze participant trends, behaviors, and fund allocations to improve service delivery.

    + Support enhancements in participant communication, outreach, and financial education initiatives.

    + Recommend new technologies and operational improvements for defined contribution plan management.

    Required:

    + Bachelor’s degree in finance, business administration, economics, or a related field.

    + Minimum of 10 years of experience in defined contribution plan strategy, financial management, or retirement fund administration.

    + Expertise in government financial regulations, retirement program design, and strategic planning.

    + Strong facilitation skills with experience leading executive-level planning sessions.

    + Proficiency in investment strategy, financial forecasting, and portfolio analysis.

    + Exceptional communication, problem-solving, and stakeholder engagement skills.

    Preferred:

    + Experience supporting FRTIB strategic initiatives and policy development.

    + Masters degree or PhD in finance, business administration, economics, or a related field.

    + Certifications such as Certified Retirement Counselor (CRC), Chartered Financial Analyst (CFA), or Certified Financial Planner (CFP).

    + Knowledge of TSP operations, federal retirement policies, and participant engagement strategies.

    The Location:

    Censeo Consulting Group is based in Washington D.C., a fantastic city for working professionals. We work in a hybrid setting with flexibility to work from home and work in our office conveniently located in the heart of downtown, just a few blocks away from the White House. And with many of our clients also based in D.C., we have the luxury of leaving for a meeting and being back in the office in time for post-work happy hours, team dinners, and game nights.

    The Fine Print:

    + The salary range for this role is $130,000 - $180,000 depending on experience

    + Expected travel 0-10%; may increase based on business needs

    + This is an exempt, full-time position but open to part-time/contracted arrangements

    + This role is subject to a hybrid work schedule in the Washington D.C.

    + Essential Physical Functions

    + Sitting: Particularly for sustained periods of time

    + Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another
