Clean Energy Program Manager

This position will serve as the Clean Energy Program Manager for Cornell Cooperative Extension Association of Jefferson County and will work under the direction and supervision of the Community & Economic Vitality Issue Leader.
This position is responsible for the following duties:
• Provide program and administrative direction, management and coordination for all aspects of Clean Energy programming efforts, including Clean Energy programs, energy literacy workshops that target low-income and marginalized populations within a 7-county region (Jefferson/Lewis/Clinton/Essex/St. Lawrence/Franklin/Hamilton Counties).
• Provide management and coordination of Clean Energy program marketing initiatives for all Clean Energy Programs.
• Oversee implementation of innovative Clean Energy programming with a high level of discretion in accordance with the Community & Economic Vitality Program Area’s Plan of Work.
• Coordinate with federal, state and community partners to ensure that target outcomes are met.
• Supervise a team of energy advisors (working both remote and in-person) within the 7-county region served under the North Country Clean Energy Hub, oversee North Country Clean Energy Hub sub-contract with CCE St. Lawrence, occasional travel throughout the region will be required.
• All other duties as assigned to promote the growth and development of CCE energy programs within the region.

POSITION DETAILS:
This position is a full-time exempt position, 100% FTE. The annual salary for this position is $60,410.00. This position, based on eligibility, offers a comprehensive benefit package, to include: health and dental insurance, NYS retirement, vacation, sick and personal leave.

Program Responsibilities:
Program Development - 5%
+ Apply Clean Energy subject matter knowledge to provide input in the development of educational strategies for all assigned programs.
+ Influence the creation of program materials to address the needs of participants within Clean Energy programs.
+ Support the research, identification and selection of existing resources for the Clean Energy program.
+ Work closely with Extension offices in the seven-county region to help determine best practices in educating local residents on energy efficiency.
+ Actively engage with Cornell University research and statewide Extension resources, including emerging topics such as agrivoltaics, dual-use solar, and regenerative energy practices, and incorporate findings into local programming content.
+ Collaborate with CCE Agriculture program to explore and deliver interdisciplinary content connecting clean energy with agricultural sustainability and farm viability.
+ Create opportunities in collaboration with North Country Clean Energy Hub Director and Community & Economic Vitality Issue Leader to promote NYS Clean Energy programs.
Program Delivery - 25%
+ Apply subject matter knowledge to create innovative lesson plans in all assigned areas of programming responsibility.
+ Teach innovative, developmentally appropriate Clean Energy programming with discretion in all areas of assigned programming responsibility, in accordance with the established Plan of Work.
+ Occasionally teach existing Clean Energy programs as designed.
+ Effectively utilize all forms of mass media, including social media, for the innovative delivery of all assigned Clean Energy educational programs.
+ Work to foster acceptance of the Clean Energy Program, methods, and policies while addressing community and individual needs and considering diverse audiences.
+ Serve as a team member and cooperate with the entire Association and Community & Economic Vitality Program staff to achieve Association program delivery goals.
+ Closely work with North Country Clean Energy Hub partner organizations to implement program education opportunities and to assist residents considered to be in “high risk” situations for energy efficiency.
+ Provide guidance to Energy Advisors working with low-moderate income residents in planning for whole-home energy assistance, to include occasional home visits to assess needs.
+ Assist team in determining wrap-around service needs for LMI residents, and connect to additional resources.
Program Evaluation - 5%
+ Implement program evaluation as designed.
+ Interact with program participants to obtain evaluation data, to include: evaluating effectiveness of classes and instructors within program areas for all programs offered.
+ Analyze program data, and based on that analysis, assist in making improvements in programming.
+ Based on program parameters, interpret evaluation data to constituents as appropriate.
Administrative Responsibilities:
Direction - 25%
+ Plan the delivery and structure of delivery for Clean Energy educational program goals with discretion via various methods for all assigned programs and in partnership with community partners..
+ Anticipate and project assigned Clean Energy program expenses, with discretion.
+ Propose budget for assigned programs based on established financial guidelines and/or procedures, and provide information to the overall Clean Energy budget process and allocate budget amounts for assigned programs.
+ Plan fund development activities as appropriate, and be an active participant on the grant writing team as necessary for the development of grant applications to secure funding for ongoing/expanded programming efforts.
+ With discretion, plan effective strategic marketing and mass media efforts in the promotion of assigned Clean Energy Programs, public affairs, events and functions, in coordination with collaborators and to meet funding source requirements.
+ Provide program related information to the staffing plan development process.
Management - 30%
+ Provide guidance for the assigned educational programs and program activities and ensure they conform to the Association’s Plan of Work.
+ Provide overall grant management for assigned grants and/or contracts.
+ Solve problems and resolve conflicts that arise in the assigned Clean Energy programs utilizing appropriate policies and procedures, as needed.
+ Allocate program resources to accomplish Association program objectives within the assigned programs.
+ Monitor assigned programs income/expenses to ensure spending is within the program budget constraints.
+ Provide management (including recruitment and selection) and supervision (including guidance, performance feedback and annual performance reviews) to designated staff in accordance with established policies, procedures and protocol, and provide regular staffing updates to the Community & Economic Vitality Issue Leader and/or Executive Director as required.
+ Monitor and schedule staff time to ensure program need is met.
+ Occasionally support staff working weekend and evening events as needed.
+ Encourage professional development of staff as opportunities fit the needs of the program, including trainings such as Bridges Out of Poverty to better serve the LMI communities of the North Country region.
+ Assist in maintaining Energy Advisor scope of work goals, to be reviewed quarterly with individual Energy Advisors.
Coordination/Operation - 5%
+ Attend monthly NYSERDA meetings to stay current on program updates and changes, as well as weekly BPCA contractor meetings for contractor program updates.
+ Obtain evaluation data and program needs assessments from program participants based on existing evaluation framework and guidelines.
+ Provide complex administrative support to prepare materials for report submission to meet funding requirements.
+ Coordinate projects and ongoing outreach efforts in accordance with established Plan of Work.
+ Coordinate effective marketing strategies in the promotion of programming efforts to include, but not limited to: print media, news media, social media, and multi-media efforts. Marketing work will be conducted in collaboration with partner organizations.
+ Effectively maintain existing professional relationships with other agencies, organizations and businesses that promote effective communication and facilitate continued programming efforts, including acting as a liaison between funding sources and other CCE offices as needed.
+ Provide administrative support for fund development activities as identified.
+ Serve as a liaison between local partners and Cornell researchers to encourage applied research projects or field trials that support regional clean energy and agriculture goals.
+ This position may require the transport of program participants and/or program materials and resources in performing position responsibilities.
Professional Improvement and Other Duties as Assigned - 5%
+ In cooperation with Nutrition Program Manager, jointly develop and pursue a professional development plan to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
+ Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Extension programs, serving on organizational committees (as approved by supervisor) and other duties as assigned.
Health and Safety - Applied to all duties and functions.
+ Support the association to maintain a safe working environment to proactively prevent accidents/injuries and when necessary, communicate potential hazards and/or actual incidents to supervisors when they occur in accordance with association policies and reporting practices.
+ Create safe working environments in off-site community locations following all applicable food safety guidelines as well as local partner rules and regulations Report any concerns to supervisor.
+ Be familiar with and strive to follow any applicable federal, state, and local regulations in addition to association health and safety policy/procedure/requirements.
