    General Job Description

    Police Cadet:

    This position is responsible for successfully fulfilling the academic and physical training requirements of the Basic Peace Officer Course conducted by the University of Texas System Police Academy or an equivalent training academy within the State of Texas approved for enrollment by the Director of Police. Participates in, and satisfactorily completes, the physical training program, firearms training, defensive tactics program, practical problem solving, and academic blocks of instruction. Complies with assignments, policies, procedures, directives, and instructions given by the Director of Police or the Police Academy staff. Adheres to rules and regulations promulgated by the Board of Regents, University of Texas System, and applicable state law. Ensures that academic integrity, both individually/personally and as a member of a class, is continuously maintained. Must meet the proficiency standards as set forth by the Office of the Director of Police for satisfactory completion of the University of Texas System Police Academy Basic Peace Officer Course and pass the licensing examination administered by the Texas Commission on Law Enforcement. This includes, but is not necessarily limited to the provisions of Office of Director of Police/University of Texas System Police Policy 401, “Applicant Selection Process for Employment as a Peace Officer or Police Cadet.”

    Police Officer I:

    This position is responsible for protecting life and property by patrolling the campus to prevent and discover crimes; enforcing traffic and other campus rules and regulations; performing preliminary investigations of crimes and accidents; and ensuring security of university personnel, students, and facilities. Reports to the Sergeant.

    Police Officer II:

    This position is responsible for protecting life and property by patrolling the campus to prevent and discover crimes; enforcing traffic and other campus rules and regulations; performing preliminary investigations of crimes and accidents; and ensuring security of university personnel, students, and facilities. May act as shift commander in the absence of shift sergeant. Reports to the Sergeant.

     

    Essential Job Functions

    Police Cadet:

    1. Attends classes and maintains comprehensive notebooks and/or the e-tablet equivalent.

    2. Prepares research papers.

    3. Completes homework assignments.

    4. Participates in the physical training, firearms training, defensive tactics training programs, practical problems, and must demonstrate the following required abilities: necessary strength and agility to subdue and restrain persons resisting arrest including the proper use of handcuffs, use of force options, and other restraining devices; adequate hand, arm, and upper body strength and ability to operate a handgun and/or shoulder weapon with either hand and qualify with same on a prescribed course; necessary agility and endurance to pursue violators on foot; ability to scale a reasonable barrier or obstruction while in foot pursuit of violators, to include running up and down flights of stairs; ability to remove an injured or unconscious person of reasonable size from an area of danger; ability to safely operate an automobile without the use of any specialized equipment peculiar only to the operator while utilizing the police radio and emergency equipment such as siren and emergency lights.

    5. Actively participates in classroom discussions and group projects.

    6. Supervises other cadets as assigned.

    7. Complies with established rules and regulations governing the University of Texas System Police Academy.

    8. Complies with assignments and instructions given by the Director of Police of the University of Texas System and any members of the Academy staff or guest instructors.

    9. Complies with policies of respective component institutions relating to his or her status and attendance at the Academy.

    10. Adheres to the University of Texas System Police Code of Conduct and to the Rules and Regulations promulgated by the Board of Regents of the University of Texas System.

    11. Performs other related duties as required.

    Police Officer I:

    1. Patrols assigned areas to check building security, assist and back-up student building security personnel, and check for and remedy hazardous or potential criminal situations.

    2. Enforces vehicle operation and parking laws.

    3. Directs traffic.

    4. Answers calls involving fires, accidents, and various misdemeanors and felonies.

    5. Makes arrests and issues citations.

    6. Gathers preliminary information as responding officer on criminal calls, prepares relevant reports to pass the information gathered on to the assigned investigator, and assists investigator in case preparation as required.

    7. Maintains surveillance on criminal suspects and unauthorized persons on campus.

    8. Escorts bank deposits in accordance with established university policies.

    9. Escorts prisoners and serves warrants.

    10. Completes reports of arrests, accidents, interviews, and evidence property received.

    11. Attends training sessions.

    12. Acts as trainer of new personnel, assists in case preparation as required.

    13. Testifies in court.

    14. May provide services including personal escorts, vehicle jump starts and lockouts, and mobilizing elevators.

    15. May be assigned to work in the dispatch office and operate the teletype, police computer, dispatch radio, and related equipment.

    16. Receives complaints and requests for information from university personnel and the public and resolves or refers them to appropriate officials.

    Police Officer II:

    1. Patrols assigned areas to check building security, assist and back-up student building security personnel, and check for and remedy hazardous or potential criminal situations.

    17. Functions as senior patrol officer and/or lead officer as required.

     

    Non-Essential Job Functions

    Police Officer I/II:

    1. Works special assignments as needed.

    2. Assists city, county, and state police officers at their request.

    3. May be responsible for raising and lowering the flags.

    4. May provide simple maintenance and upkeep of UPD traffic vehicles.

    5. May receive and/or supervise the receipt of payments from students and others for departmentally sponsored activities.

    6. Performs other related duties as assigned.

     

    Required Knowledge, Skills, and Abilities

     

    The individual must possess the following knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation.

    Police Cadet:

    1. Ability to meet certain prerequisites established by the Office of the Director of Police, the Board of Regents, and the Texas Commission on Law Enforcement concerning age requirements and physical, mental, and educational standards. A copy of these prerequisites is available for review at each component police department and in the Office of the Director of Police of the University of Texas System.

    2. Ability to successfully complete the UT System Police physical agility test as described in Office of the Director of Police/University of Texas System Police Policy 402, “Physical Agility Test.”

    3. Ability to continuously maintain academic integrity.

    4. Ability to ensure that no discredit is brought upon the University of Texas System Police or the Police Academy as a consequence of a cadet’s behavior.

    5. Ability to communicate effectively in both oral and written form.

    6. Ability to supervise others.

    7. Ability to work nights and weekends.

    8. Ability to work outdoors and in inclement weather.

    9. Ability to obtain and maintain a current Texas driver’s license.

    10. Physical condition adequate to permit full performance of duties.

    Police Officer I:

    1. Knowledge of traffic and parking regulations of the university and of the location of buildings and parking areas on the university grounds or the ability to acquire such knowledge rapidly.

    2. Working knowledge of the procedures to be used in reporting and dealing with emergencies until proper assistance is received.

    3. Skill in the operation of a patrol car, or the ability to acquire such skill rapidly.

    4. Ability to learn two-way radio and telephone communication methods as they apply to police and security operations.

    5. Ability to learn and enforce university rules and regulations as they apply to police and security operations.

    6. Ability to learn and enforce university rules and regulations governing the conduct of persons and the use of university buildings and grounds during evening and night hours and on holidays.

    7. Ability to deal effectively and tactfully with university personnel, visitors, and general community relations in a courteous and professional manner which projects the highest standards of law enforcement.

    8. Ability to report quickly and calmly in emergency situations.

    9. Ability to work night hours, weekends, overtime, or in inclement weather.

    10. Ability to maintain the TCOLE minimum weapon proficiency.

    11. Ability to use police computer and related dispatching equipment.

    12. Physical condition adequate to permit full performance of duties.

    Police Officer II:

    Required Education

    Police Cadet:

    High school diploma or equivalent is required.

    Police Officer I/II:

    High school diploma or equivalent is required. Must meet all other minimum standards for appointment as established by the Texas Commission on Law Enforcement ( TCOLE ) under Article (23aa) Vernon’s Texas Civil Statutes.

     

    Required Experience and Training

    Police Cadet:

    Must possess a current Texas driver’s license.

    Police Officer I:

    Completion of a TCOLE approved Police Academy Training Program and TCOLE State Licensing Exam is required. Possession of an appropriate and valid driver’s license is required at the time of appointment.

    Police Officer II:

    Two years of experience as a Police Officer I or equivalent is required. Completion of a TCOLE approved Police Academy Training Program and TCOLE State Licensing Exam is required. Possession of an appropriate and valid driver’s license is required at the time of appointment.

    Preferred Qualifications

    Police Cadet:

    Bachelor’s degree from an accredited institution of higher education is preferred. Honorable service in the U.S. Armed Forces is preferred.

    Specific Job Requirements/Duties for this Posting

    Police Cadet:

    The University of Texas System Police Academy is located in Austin, Texas and in-person attendance is required for the Basic Peace Officer Course. Upon successful completion of the course and passing the licensing examination administered by the Texas Commission on Law Enforcement ( TCOLE ), the employee will be commissioned as a Police Officer I at the university.

    This position is eligible for participation in the Teacher Retirement System of Texas ( TRS ) retirement plan, subject to the position being at least 20 hours per week and at least 135 days in length.
