Job Summary
Directs the operations and strategic planning of customer/patient services, staffing, and financial management in support of the goals and mission of the University.
Masters degree in Business Administration, Architecture, Engineering, or related Area preferred.
Responsibilities
1. Leadership
+ Reports to the AVP of Facilities
+ Key member of the leadership team for U Facilities.
+ Assists the AVP of Facilities with overall leadership and coordination of the UFacilities’ Operations in the development and implementation of goals, strategies, policies and procedures.
+ Actively engages in efforts to improve efficiency and effectiveness of operations.
2. Oversee the following teams:
+ Capital Project Finance & Accounting
+ Design & Construction Procurement & Contracting
+ Facilities Management Finance & Data Analytics
+ Facilities Management Procurement
+ Information Technology & Records Management
3. Lead, develop strategies, and ensure appropriate use and accounting of all financial resources and operations of U Facilities. This includes capital projects (total budgets of currently active projects is $3.2 billion) and operating budgets (annual spend of $92million for Facilities Management, Project Design and Construction, and support operations).
4. Capital Projects
+ Ensure that projects receive the required approvals from various boards and the State of Utah.
+ Ensure that project budgets, funding, contractual commitments and expenditures are recorded accurately and that systems are in place to prevent overspending of budgets.
+ Analyze projects and help develop and implement strategies to improve performance.
5. Capital Projects Procurement
+ Ensure that procurement and contracting of design and construction complies with state laws and rules as well as other state and University expectations.
+ Approve procurement actions and decisions and execute contracts as authorized.
6. Operating Budgets
+ Assist the AVP of Facilities in developing and implementing operational strategies
+ Lead the development of annual operating budgets for all of U Facilities. Identify and evaluate opportunities for increasing efficiency and effectiveness.
+ Monitor the expenditure of operating budgets and ensure that expenditures are appropriate and recorded properly.
+ Report to the leadership team regarding the status of budgets.
+ Oversee procurement activities relative to operating budgets.
7. Information Technology and Records Management
+ Oversee the development and maintenance of U Facilities IT systems including the Unifier Project Management System,
+ CMS Computerized Maintenance Management System, Geographical Information System (
+ GIS ), and other systems used by UFacilities.
+ Work with others as appropriate to ensure that IT systems have appropriate security and that information is properly protected and available as appropriate.
+ Oversee collaboration with
+ UIT to ensure the systems and services they provide to UFacilities are effective and meet critical needs.
8. Policies and Procedures
+ Develop and implement policies and procedures relative to area of responsibility. Monitor actions by the Legislature, Board of Higher Education,
+ DFCM and other oversight bodies to identify changes in policies and requirements that impact the University.
9. Reporting
+ Review or prepare reports to be submitted to the University administration, Board of Trustees, Board of Higher Education and state or other bodies.
+ Develop means for important information to be developed and shared.
+ Provide analysis and reporting on key performance metrics
Minimum Qualifications
Bachelor’s degree in Business Administration, Health Care Administration, clinical field, or related area, or equivalency (one year of education can be substituted for two years of related work experience); nine years of progressively more responsible management experience; and demonstrated leadership, staff management, and effective communications skills required.
Completion of hospital provided supervisory training within one year of employment may also be required.
This position has no responsibility for providing care to patients.
