    The Human Services Department supports county residents across the lifespan from birth to end of life through collaboration with other county agencies, state and local governments, businesses, and community organizations to meet our vision that Salt Lake County’s diverse communities are healthy, vibrant, and safe places to live, work and thrive. The Department of Human Services’ reach is vast and is accomplished by the following divisions and contracted service areas:

    We are seeking applicants with strong analytical skills and policy awareness who are excited about the interdisciplinary and dynamic nature of our work. Under the direction of the Human Services Associate Director and Director, you will drive an innovative approach to data analytics and process improvement. In collaboration with subject matter experts, you will conduct program evaluations, report outcomes and indicators, coordinate data sharing and data governance efforts, and develop dashboards and presentations for internal and external stakeholders.

    JOB SUMMARY

    Evaluates program including the analysis, assessment, design and improvement of computer-based and non-computer-based systems that effectively support Division functions.

    MINIMUM QUALIFICATIONS

    Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Statistics, Social Sciences, or other closely related field, plus four (4) years of related experience; OR an equivalent combination of related education and experience.

     

    Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

    ESSENTIAL FUNCTIONS

    + Develops and monitors division wide program management plan. Identifies existing gaps in data collection, performance management and technology needs, solutions to gaps, analysis of options, consistency with other systems, and cost effectiveness.

    + Researches and identifies solutions and processes that meet business needs while providing efficient and effective services. Ensures the division is in compliance with state and federal policy.

    + Consults with the division administration, Information Technology Services (IT), and coordinates the implementation of projects.

    + Assists with division program procedures as assigned by division leadership.

    + Creates and refines performance goals and measurements for division programs and ensures alignment with initiatives and outcomes. Communicates program performance and outcomes to a broad range of stakeholders.

    + Develops and prepares dashboards and reports to assist in the effective management of division programs.

    + Conducts research and provides analysis of various programs within the division.

    + Creates and implements tools such as informational and statistical reports, graphs, dashboards, images, and tables to simplify communication of complex data to a broad range of stakeholders.

    + Assists with information requests from County officials, media, state/federal agencies.

    + Works with division leadership and other stakeholders to identify and make recommendations of unmet service needs.

    + Reviews and updates projections of population characteristics, geographic distribution, unmet service needs, and other pertinent data.

    + Works as an organizational change agent by continually seeking and coordinating implementation of best practices throughout the Division.

    + May supervise staff.

    KNOWLEDGE, SKILLS AND ABILITIES (KSA)

    Knowledge of:

    + Effective strategic planning, research and evaluation methods and techniques

    + Development and monitoring of program measures and outcomes

    + Software applications used in statistical analysis and reporting

    + Effective communications methods and techniques, including data reporting

    + Principles and methods of effective administration and management

    + Systems development methodology including writing a business case and cost estimating techniques

    + Public Administration

    Skills and Abilities to:

    + Quantitative analysis, statistics, economics, and data manipulation

    + Research and implement Division management best practices

    + Analyze statistical data and make appropriate recommendations in an unbiased manner

    + Use logic to analyze and identify underlying principles, reasons, or facts associated with information to or data to draw conclusions

    + Evaluate data against a set of standards

    + Establish objectives and specify the strategies and actions to achieve these objectives

    + Communicate clearly, concisely and effectively; listen to, and understand information and ideas as presented verbally and in writing

    + Lead hearings, meetings, teams, or work groups in a manner that produces positive outcomes

    + Deal with people in a manner which shows sensitivity, tact, and professionalism

    + Deliver presentations and/or trainings using accepted methods and techniques

    + Promote cooperation and commitment within a team to achieve collective goals and objectives

    + Work independently and as part of a team
