Description of Job
The Division of Housing (https://doh.colorado.gov/) (DOH) partners with local communities to create housing opportunities for Coloradans who face the greatest challenges in accessing affordable, safe, and secure homes. DOH supports projects ranging from homelessness prevention to homeownership. Our work includes:
+ Increasing and preserving Colorado's inventory of affordable housing.
+ Managing rental assistance vouchers.
+ Creating and supporting collaborative approaches to end homelessness.
+ Regulating mobile home parks and the construction and installation of factory-built structures.
Office of Housing Finance and Sustainability
The Office of Housing Finance and Sustainability exists to work with public and private entities, nonprofit organizations and public housing authorities to create and rehabilitate housing for low and moderate income persons; to provide shelter and supportive services to people experiencing homelessness; to provide safe, sanitary and decent housing for low and moderate income persons and families throughout the state through allocation of funds from federal and state grant programs; and, delivery of technical assistance and training to applicants and grantees.
Position Summary
The Housing Portfolio Manager exists to provide leadership in the management and compliance of contracts related to the new funding programs and policies to meet Coloradans’ affordable housing needs and the implementation of funding programs to ensure services and housing reach the intended recipients throughout Colorado. The position provides leadership in the management, planning, and coordination of the Division’s statewide Grant, Loan and Revolving Loan Fund (RLF)/Homeownership programs to assist local governments, housing authorities, tribal communities, for-profit developers, and non-profit developers in executing, maintaining, and sustaining affordable housing programs and projects. This position researches, develops, and recommends policies and procedures that form the basis for the Division’s management of its investments in housing development projects and programs. This position develops and presents division policies on affordable housing to the affordable housing community, including government and elected officials, housing developers, property managers and property owners.
This position leads and manages professional subordinate employees who each manage teams of Asset Managers (AMs) throughout the state who are focused on the implementation, management and compliance of contracts related to housing development projects and programs.
Specific duties include but are not limited to:
Manage Asset Manager Teams within OHFS
The Portfolio Manager has overall management responsibility for the DOH portfolio of state and federally supported housing assets.
+ Position determines staffing needs for the implementation and management of OHFS funding programs and sets performance guidelines for AM team staff. Directly supervises asset managers and conducts supervisory responsibilities such as approving leave, managing performance as rater, resolving conflicts among staff, identifying training needs, issuing performance improvement plans when appropriate, making compensation, hiring and corrective action recommendations.
+ Provides training, direction and supervision based upon the Division Strategic Plan and the Annual Consolidated Plan. Directs allocation of Asset Management staff time on portfolio related activities based on grantee and community needs and requests as well as Division strategic objectives.
+ Provides support and leadership in the review of AM contract implementation and management.
+ Provides leadership by designing optimal work environment, implementing coaching strategies, mentoring, and engaging employees, and identifying ways to improve overall organizational performance.
Portfolio Management Policies, Procedures and Guidelines
+ Manages the Division’s Asset Management program including developing the project and program performance review timeline as well as compliance criteria.
+ In consultation with team managers this position will conceive of, implement, and evaluate team workflows, policies and procedures to ensure maximum workplace efficiency as well as consistent work product.
+ Establishes and enforces compliance criteria including such items as state and federal cross cutting regulations.
+ Oversees DOH’s State, Federal and Homeownership Asset Management teams in the ongoing management of program and project contracts, contract close-outs and long-term monitoring.
Grant/Loan/RLF Program Development and Production
+ Assesses affordable housing needs throughout the state, evaluates how DOH programs more effectively meet statewide housing needs and helps develop and implement grant, loan, and Revolving Loan Funds (RLF) programs to most effectively meet these needs. Based on evaluation and assessment of existing policies and available funding sources, this position helps design new programs and helps modify existing programs in order to effectively implement Division of Housing grant, loan and RLF programs.
+ Makes recommendations for legislative action when needed to implement new funding programs or make changes to existing funding programs.
+ Creates and implements strategies for grant, loan and RLF program administration and structuring that affect the efficient and timely deployment of DOH funding.
+ Using expert knowledge of state and federal funding sources, compliance requirements and cross cutting requirements analyzes, and revises periodic report forms used to collect information on DOH programs and reports to funding agencies, such as HUD, the Colorado General Assembly, and the Colorado Attorney General’s office. Assesses needed information and appropriate frequency to determine status of all types of DOH grant, loan and RLF programs. Reviews grantees’ performance reports to determine status of each project and program in order to complete the above reports.
OHFS Application Staff Review
+ Position participates in DOH Office of Housing Finance and Sustainability (OHFS) Review Committee meetings with statewide responsibility for analyzing applications for federal and state funding and applicant capacity.
+ Reviews applications and provides advice and recommendations to other OHFS members on grant, loan and RLF applications.
+ Apprises Director of recommendations.
This position is required to travel independently, statewide using a state vehicle. Frequent in-state day travel and regular overnight travel is required (approximately 1-2 times per quarter).

MINIMUM QUALIFICATIONS
Experience Only: Nine (9) years of professional experience overseeing compliance for federal and state affordable housing/housing assistance programs. Typical components of compliance oversight include grant reporting and management, real estate or lending specific to affordable housing, and/or consulting regarding low income housing assistance or development.
OR
Education and Experience: A combination of related education in finance, business administration, public administration, law, social work, or a closely related field (as determined by the agency) AND experience as described above equal to nine (9) years.
