    Some of what you'll be doing:

    As a Senior Environmental Program Manager, you will work under consultative directions to develop solutions to complex environmental issues and assume full responsibility for projects/programs that are complex and controversial, highly visible and politically sensitive. You will also implement solutions considering policy, procedures, and practices and lead effective and equitable engagement with stakeholders and decision-makers. The position requires a particular specialization related to sediment remediation and dredge characterization requiring experience in at least one of these areas: environmental engineering, sediment characterization, aquatic toxicology, chemistry, environmental risk assessment, contaminated site cleanup, and geology.

     

    + You will lead sediment remediation and dredge characterization investigations/projects in alignment with state or federal priorities.

    + You will oversee field-based investigations of multiple environmental media (e.g., surface water, sediment, soil, groundwater, and/or biological communities/tissue) in various aquatic and terrestrial systems with an emphasis on sediment investigation.

    + You will negotiate the technical terms of complex environmental reviews, studies, and strategic plans and manage complex projects under the supervision of Senior Manager, Environmental Programs and State or Federal regulators.

    + You will provide support to legal or others during related disputes (may represent Port in court).

    + You will analyze recommendations for policy, community concerns, and potential controversy and develop options for forward movement.

    + You will act as a representative for the department at interdepartmental and interagency meetings and on commissions, interdisciplinary planning projects, task forces, and standing committees. You will also participate in presentations with Senior Manager, Environmental Programs before commissioners, committees, and other public agencies.

    + You will provide outreach on complex and controversial issues to diverse audiences and stakeholders, including the public, and both internal and external senior/executive level staff.

    + You will participate in annual capital and expense project reviews.

    + You will coordinate with Finance to set up tracking systems and documentation systems to enable cost recovery tracking. You will also identify responsible parties and grant opportunities; develop project partnerships, and support grant applications and reporting.

    + You will direct the work of consultants and contractors and/or may provide lead direction or supervise other departmental employees and/or interns. You will also support Senior Manager, Environmental Programs with preparing documentation for commission presentation and partnering with Port or outside legal counsel to ensure compliance with Port, local, State, and Federal policies, and guidelines.

    Who you are:

    + **Experienced** – You have five (5) years of experience in environmental and/or sustainability, to include two (2) years of lead, mentor or supervisory experience including leading a project or process.

    + **Desired** – We hope you have a bachelor’s degree in environmental or physical sciences, engineering, geology, environmental management, or related technical field. We hope you have certifications for Professional Engineer, Professional Geologist, and/or Project Management Professional (PMP),

You are well-versed in scientific and technical aspects of environmental work, regulatory compliance and construction and engineering practices. You have strong comprehension of applicable regulations and guidance including Model Toxics Control Act (MTCA); Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Sediment Management Standards (SMS); Dredge Material Management Program (DMMP); and others as applicable. You have experience and a good understanding of the investigation and remediation of sediment, soil, and groundwater per Federal, Washington State and local program requirements.

    + **Efficient Communicator** – You have proven effective verbal and written communication skills and are adept at communicating with different audiences and in different mediums. You also have proven effective negotiation and facilitation skills.

    + **Leader** – You can effectively lead multidisciplinary people and project teams on complex projects and can interact effectively with executive leaders, project stakeholders, Commission, local, federal, state, and tribe officials, and the public. You understand the potential influence of multiple areas such as regional or global markets, political issues, and/or emerging regulations or legislation.

    + **Analytical Problem-Solver** – You can analyze complex information and synthesize information for decision making. You can assess complex environmental issues and develop strategic, innovative, or unprecedented resolutions and can analyze and interpret emerging and complex regulations and laws. You can also identify issues and recommend solutions during environmental reviews (design and construction) that will impact environmental projects/programs.

    What else you need to know:

    + **Work Schedule** – Your normal work schedule will be Monday – Friday, 8:00 a.m. to 5:00 p.m. (40 hours per week). Slightly more flexible start and end times are available in this role.

    + **Work Environment** - This work will take place in a hybrid/in-office setting at Management’s discretion.

    + **Washington State Residency Requirement** – Employees must establish a residence in Washington state within 30 days of their first day of employment and must maintain a residence in Washington State during their employment with the Port of Seattle. If a position is eligible to telework, work performed while teleworking must be performed in Washington State.

    + **Safety Requirements** – You will be required to comply with all work rules, safety, and Personal Protective Equipment (PPE) requirements.
