Department Summary:
The Cyber Effects Department (N165) is seeking Project Leader (PL) for the Strategic Connection of Cyber Capabilities (SC3) Project.
Project Leaders (PLs) are the face of The MITRE Corporation. The PL interfaces with the Sponsor, and along with their department leadership teams, helps the Sponsor explore and develop solutions for their pressing challenges and mission needs (e.g. the right problems). The PL works alongside the Sponsor, while thinking ahead of the current challenge; leveraging the unique vantage point of MITRE to look across our programs and services and lead the Sponsor to identify the big problems, the right work, that need solutions.
The Strategic Connection of Cyber Capabilities (SC3) Project focuses on improved integration across AF Defensive Cyberspace Operations (DCO), Offensive Cyberspace Operations (OCO), Cyber C2 and U.S. Cyber Command’s Joint Cyber Warfighting Architecture (JCWA) and other AFLCMC/HN organizations. Working with Dept and Division Leadership, and other MITRE Project Leaders, the PL will develop project outcomes synchronized across AFLCMC/HNC-CY projects and aligned to Division and Corporate goals, while ensuring collaboration and partnership across the work programs to maximize outcomes and impacts. The Project Leader will work closely with the AFLCMC/HNC-CY sponsor and with the Joint, cross-functional team to define impactful mission outcomes, influence stakeholder decisions, provide actionable recommendations, and deliver data driven technical products and/or prototypes.
Roles & Responsibilities:
The successful candidate is expected to:
+ Develop impactful project outcomes and technical deliverables that will drive sponsor decision making.
+ Provide overall direction and oversite of technical efforts and ensure quality of data-driven technical products and/or solutions with actionable recommendations for the sponsor.
+ Provide data-driven recommendations in the areas of architecture development, operational Cyber C2 (Situational Awareness (SA) and Battle Management (BM)), data strategy, and improved integration across AF and Joint Cyber Capabilities.
+ Provide strong thought/technical leadership to shape the work program to ensure MITRE is addressing the sponsor’s most challenging technical issues in coordination with PLs for cyber projects, aligned with Division, A&SFC, and MNS Priorities.
+ Collaborate, coordinate, and communicate with MITRE Project Leaders and division/department leadership frequently to maximize impacts across all Joint & AF related projects
+ Engage in collaborative research efforts with external FFRDCs, UARCs and industry and academia partners as appropriate
+ Maintain accurate staff and budget plans, utilizing softshell resources when needed to bring the best expertise to bear on the sponsors most challenging problems
Basic Qualifications:
+ Active Top Secret / SCI Clearance
+ Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
+ Demonstrated competency in technical fields that are critical to the project’s success (eg, cloud computing, digital engineering, cyber security, SAFe + agile software development and acquisition)
+ Demonstrated record of technical team leadership
+ Demonstrated ability to coordinate across projects
+ Demonstrated ability to serve as a trusted advisor to senior leadership (GG-15/O-6 or higher)
+ Strong interpersonal skills as well as effective verbal and written communication skills
+ Experience in computer science, cyber security, or related field
+ Motivation to expand knowledge and skills and assume responsibility
+ This position requires a minimum of 4 days a week on-site
Preferred Qualifications:
+ Demonstrated technical breadth in Cyber Operations, including Joint Cyber Warfighting missions
+ Strong knowledge of Joint Cyber Warfighting Architecture projects and divisions, and broad knowledge of Joint cyber operations
+ Strong knowledge of AFLCMC/HNC-CY acquisition programs
+ MS +6 years of experience in computer science, cyber security or related field
+ 2+ years of experience acting as a lead of a diverse multidisciplinary technical team
+ Experience with the USCYBERCOM work program, internal MITRE research projects, and MITRE Labs
+ Track record of innovative thinking
