Job Description

This position processes site-specific review (SSR) and alternative analysis requests for proposed large quantity withdrawals (LQW) of surface water and groundwater received under Part 327, Great Lakes Preservation, of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended (NREPA). This position interprets available geologic and hydrogeologic information in complex hydrogeologic settings (e.g., multiple aquifers, discontinuous and/or leaky confining units, buried bedrock valley deposits, or fractured bedrock) to determine whether proposed LQWs are likely to cause adverse resource impacts (ARI) to nearby rivers and streams. This position uses the Hunt 1999, Hunt 2003, Ward and Lough 2011, and/or Boulton analytical equations, as appropriate for the hydrogeologic setting. This position conducts senior reviews of SSRs conducted by other Water Use Assessment Unit (WUAU) staff. If a proposed LQW cannot be authorized as proposed, this position works with property owners, consultants, well drillers, and other interested parties to determine if a modified LQW can be authorized that will avoid causing an ARI. This position reviews hydrogeological reports and other hydrogeological data submitted in support of Part 327 permit applications for other WUAU staff processing those Part 327 permit applications. This position coordinates that Water Use Assessment Unit’s (WUAU) efforts to collect additional groundwater, stream flow, and sediment characterization data to evaluate the potential for adverse resource impacts (ARI) in depleted water management areas (WMA). This position serves as the project administrator for funded projects to implement Water Use Advisory Council (WUAC) recommendations and other funded projects. This position has the lead responsibility in the Water Use Assessment Unit (WUAU) for providing streamflow data to support SSRs and alternative analyses, which includes planning and executing additional streamflow data collection efforts, coordinating with other state and federal agency staff to collect additional streamflow data, interpreting streamflow data from existing stream gages and miscellaneous streamflow measurements, and conducting quality assurance/quality control for streamflow data submitted to the United States Geological Survey (USGS). This position reviews third-party streamflow data and provides technical recommendations to improve the quality of that data. This position compiles the annual reports to Michigan’s Legislature and the Department of Environment, Great Lakes, and Energy (EGLE) management on the administration of Part 327 of the NREPA. This position provides technical support to the Water Use Advisory Council and other stakeholder groups. This position also provides information and guidance on the Water Use Program to the regulated community, water users committees under Part 327, and other interested parties.

Required Education and Experience

Education

Possession of a bachelor's degree in geology or geological, petroleum or mining engineering.

Experience

Geologist 12

Three years of professional experience in carrying out geological activities to protect, develop and maintain natural resources equivalent to a Geologist, including one year equivalent to Geologist P11.

Alternate Education and Experience

Possession of a bachelor's degree in environmental geoscience, earth science, or environmental science with 15 semester (23 quarter term) credits in the following core geology classes: physical geology, sedimentology/stratigraphy, mineralogy/petrology, structural geology and field instruction. In addition, the candidate must have 21 semester (32 quarter term) credits in elective geology coursework; and two courses each in calculus, chemistry and physics.
