THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $110,000.00 - $120,000.00
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families.
Close to Home is a residential placement and aftercare program for New York City youth who are adjudicated delinquent by the NYC Family Court and ordered into placement. Close to Home allows young people who are found to be responsible in Family Court for committing a delinquent act to receive placement services in a program(in/or) close to the communities where they live. Placement is a combination of time in a residential program and time in the community (on aftercare) with specialized services and monitoring. Close to Home has two types of residential placements, Non-Secure Placements (NSP) and Limited Secure Placements (LSP). Youths will be placed in NSP or LSP based on their court order. Some young people receive orders that are unspecified giving the Close to Home program the ability to place youth in either level of care based on various factors, including their behavior in detention. ACS contracts with community-based providers to operate 25 non-secure and 6 limited secure placement programs. In conjunction with the contracted providers, ACS provides intake, case management, conferencing, school support and monitoring services. In addition, DYFJ oversees a network of five contracted providers that operate a total of 7 non-secure detention facilities across New York City.
DYFJ is seeking a candidate to serve as the Close to Home (CTH) Executive Director of Placement and Permanency. Reporting directly to the Assistant Commissioner, the Executive Director will oversee the Close to Home Placement and Permanency staff that provides overarching case management and support to Close to Home youth both in placement and aftercare. The Placement and Permanency unit is directly responsible to ensuring that youth’s needs are being addressed in order to improve and reduce recidivism as well as assessing public safety. Directly related to improving health and safety.
The selected candidate will be responsible for performing the following duties, but not limited to:
- Supervise, manage and oversee the Placement and Permanency unit along with case management for youth in Close to Home
- Identify operational issues and concerns that impact youth across Close to Home through the development of relevant protocols and procedures
- Develop and implement systems that monitor the delivery of services and case management processes
- Ensure that staff serves as a resource to provider staff in the planning and service delivery for Close to Home youth
- Ensure families are supported and youth are connected to community supports
- Effectively use data, technology research and evidence-based interventions to inform case management practice and efficiently meets the needs of the program
- Work closely with the Assistant Commissioner to set division and program policies and procedures
- Work with provider agencies to ensure services are delivered appropriately and assist to develop corrective action plans for provider agencies whose performance is less than satisfactory
- Monitor compliance with all relevant federal, state and city child welfare guidelines
- Oversee programmatic adherence to established DYFJ juvenile justice methodologies and standards
- Maintain cooperative relationships with community groups, public and private agencies, and contracted providers
- Conduct visits to Facilities and build alliance with staff and CTH youths in placement
- Conduct Management Meetings with stakeholders to provide updates of programmatic present and future endeavors
- Collaborate and work cohesively with the Incident Review Team and Division of Policy, Program and Measurement (DPPM) on Critical Incident Reporting
- Provide on-call coverage and assist with triaging CTH youth's critical incidents
- Collaborate with the Cure Violence team and attend monthly calls with Crisis Management System Provider Contacts to ensure referrals are being made
- Develop memos, policies and procedures for CTH guidelines
- Consistently assesses the effectiveness of the CTH continuum to determine if the work satisfies the given programmatic standards
- Review and critique Release for Proposals (RFP’s) for Foster Care and Preventive Services
- Review and collect case data in CNNX to determine if safety and risks are being addressed and discuss outcomes in bi-weekly meetings
- Manage quality assurance and compliance of all cases and review outcomes
- Pull and monitor data to ensure appropriate service delivery is being implemented. Data Sets include: CTH Crossover Youths, CTH COVID Vaccination Consent Tracker, CTH Youths on Aftercare and Extended Home Passes, CTH Youths who tested COVID positive, and CTH Youths in Detention Facilities.

Qualifications
1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or
2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.
