    The Opportunity:

    As a CACI-Mission Operations Support Division (MOS Div) Operations Manager, you will support US Army Special Forces Command (USASOC), its strategic partners, and partner nations with mission accomplishment by providing integrated operational support across the full cycle of SOF support (i.e., man, train, equip, educate, organize, sustain, and support) to conduct special operations. Work performed under this TO will support all SOF core activities:

     

    + Direct Action (DA)

    + Special Reconnaissance (SR)

    + Counter Proliferation of Weapons of Mass Destruction (CWMD)

    + Counterterrorism (CT)

    + Unconventional Warfare (UW)

    + Foreign Internal Defense (FID)

    + Security Force Assistance (SFA)

    + Hostage Rescue and Recovery

    + Counterinsurgency

    + Foreign Humanitarian Assistance (FHA)

    + Military Information Support Operations (MISO)

    + Civil Affairs Operations (CAO)

     

    Support for SOF is tailored to the situation and mission with flexibility to withstand dynamic Operational Environments (OEs). Support arrangements often cross service lines to utilize unique capabilities and sustain independent and low visibility operations in austere and remote areas. This support spans all physical domains including air, land, maritime, space, and cyberspace; encompasses all branches of the U.S. Armed Forces; and includes Information Warfare (IW) and Electronic Warfare (EW) support.

     

    You will help lead and manage a team of experts that provides our SOF clients a wide range of professional services that inform the adoption and development of innovative technology and procedural solutions and capabilities designed to address warfighter mission needs across the SOF Intelligence enterprise. You will provide USASOC and its strategic partners with planning, analysis, experimentation, management, and concept testing to develop capabilities that meet operational challenges which assist the government in identifying material and nonmaterial solutions that address those challenges.

    Responsibilities:

    You will support GSA/AAS-Defense, USASOC and their strategic partners from the Ft. Liberty / Fayetteville, NC area and may travel as required, to perform services at other locations to meet mission requirements in both CONUS and OCONUS locations. You will serve as CACI’s alternate POC to the Government for all matters related to Task Order execution and provide overall leadership and guidance for contractor personnel assigned to the Task Order including assigning tasks to contractor personnel, supervising on-going technical efforts, and managing overall Task performance. You will be responsible for the quality and efficiency of all assigned tasks, including both technical issues and business processes.

     

    You will provide GSA/AAS-Defense, USASOC, and its strategic partners with expert advice, planning, advisory, operational knowledge, and technical expertise that enables the effective integration of planning, analysis, experimentation, management, and concept testing to develop current and future capabilities that meet our client’s global operational challenges, resulting in the delivery of material and nonmaterial solutions for SOF capabilities and mission requirements. You will collaborate across USSOCOM, the DoD, commercial industry, and the academic space to identify and develop technology and capability enhancements that are informed by close collaboration and coordination with the labs, universities, agencies, and industry partners who are on the cutting edge of research and Development.

     

    You will participate in and support assessments, planning, and development of courses of action to identify and counter emerging threats; strengthen partner nation capability; and facilitate crisis response and contingency operations. You will work to promote collaboration and integration across the enterprise and with all strategic, operational, and tactical partners to drive efficiencies and ensure our SOF partners achieve their priorities and objectives. You will assist in the coordination and delivery of current and future technology and capability integration that is informed by a deep understanding of currently deployed capabilities, emerging threats, and the dangers those threats pose to SOF and U.S. national interests.

     

    + Manage execution of daily operations/recruiting.

    + Serves as a senior advisor to senior military and government leaders and staff at client site.

    + Commits CACI resources as needed to satisfy task order requirements.

    + Controls contractor deployment process to resolve operational issues in the deployed force.

    + Ensures that all contractor deployments are executed on schedule and in full compliance with DoD, Army, and Theater directives.

    + Implement activities involving staffing and retention, forward movement preparation, short-term forecasting, onboarding into customer facilities, reviewing financial data, staff/employee engagement, and customer engagement.

    + Coordinate skill verification between customer, contractor, and candidates to ensure alignment of staff skillsets to required mission.

    + Leads and manages Team Leads in personnel management, training assessment, and professional development.

    Qualifications:

    _Required:_

    + Current Top Secret/Specialized Compartmented Information Security Clearance.

    + Possess an active certification in one of the following:

    + Project Management Institute (PMI) Project Management Professional (PMP) or

    + PMI Program Management Professional (PgMP®) Certification

    + Bachelor's degree or higher education

    + A minimum eight (8) years of operational or senior leadership / program management experience planning, directing, coordinating, and managing efforts of similar in scope and complexity to this TO.

    + You must be willing to work from Fayetteville, NC / Fort Liberty area.

    + You must be able to travel to CONUS and OCONUS locations (up to 10%)

    + You must be able to effectively communicate both orally and in writing.

    _Desired:_

    + Extensive knowledge of SOF structure, mission, goals, and core activities.

    + Extensive knowledge of Information Operations and the application across all SOF core activities

    + Four (4) years of experience in integrated deterrence planning, staffing, and enabling SOF Operations

    + Two (2) years’ experience planning, directing, coordinating, and managing a project or program with total value of greater than 200 million dollars.

    + Experience supporting SOF operations or intelligence community.

    + Past performance in cross sector project collaboration including operational and administrative tasks.

    + Management Team experience with projects and/or programs with multiple OCONUS performance locations, including experience with NATO SOFA requirements, hazardous duty location deployment requirements, and DoD mobilization requirements.

    + Experience working at or above the SF Group level.

    + Experience managing cost-plus contracts.

    + Experience supporting a GSA/AAS-Defense contract.

    + Knowledge and experience with Federal Acquisition Regulations and USSOCOM Dir 70-1.

    The proposed salary range for this position is:

    $82,500 - $181,500
