As the Statewide MARSS Coordinator, you will manage the development, administration, and operation of a statewide student information system known as the Minnesota Automated Reporting Student System (MARSS) along with the MARSS Web Edit System (MWES). You will be responsible for ensuring the MARSS systems are capable of producing data to meet student demographic and attendance data to meet the Elementary and Secondary Education Act reporting requirements, special education accountability indicator data requirements and other MDE student data needs. You will also administer assigned programs and provide consultation to state policy makers and local program administrators. Duties include:
+ Managing the statewide student reporting system MARSS in order to assure accurate and consistent data for use in state and federal aid calculations, analysis of statewide testing results, and to meet federal reporting requirements for the Elementary and Secondary Education Act, the National Center for Education Statistics and Special Education.
+ Design, maintain and vet data validity procedures and protocols to verify student and school data reported via the MARSS Web Edit System (MWES). Manage the process of importing and editing MARSS data submitted via Ed-Fi.
+ Provide training and technical assistance to school district, charter school and RMIC and vendor staff.
+ Administering assigned state aid programs;
+ Act as the Department’s liaison with student software vendors conducting business in Minnesota. Coordinate the MARSS software vendor certification process. Actively participate in the transition to Ed-Fi for all MARSS data items. Verify compliance with MARSS protocols.
+ Advising MDE management, other executive policy makers, and other staff on issues related to MARSS reporting and data use.
This position is eligible for telework to applicants who reside in Minnesota or a bordering state. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.
Minimum Qualifications

Five (5) years of professional experience with data analysis and MARSS reporting;
Experience must include:
+ Interpreting and writing technical reporting instructions/requirements
+ School district and/or education MARSS data
OR
A master’s degree may substitute for 18 months of experience; a bachelor’s degree may substitute for one (1) year of experience with four (4) years of professional experience with data analysis and MARSS reporting;
Preferred Qualifications
+ Knowledge of Minnesota laws, rules, and administrative procedures related to student accounting and education finance and skills in the area of education statistics sufficient to:
1. Design and implement student accounting and data management systems and reporting requirements,
2. Verify the accuracy and completeness of aid calculations and reports, and
3. Explain the operation of MARSS and MWES along with reporting requirements to agency management, other executive policy makers, legislators, legislative staff, local officials and the general public.
+ Quantitative skills to ensure that mathematical and statistical computations are performed accurately
+ Experience in large, complex database management including design specifications, query, and analysis
+ Experience in working with Student Information System Vendors
+ Experience with Ed-Fi reporting
+ Communication and Presentation Skills
