Minnesota Housing is hiring! We’re a mission-focused financial institution looking for a Single Family RFP Program Manager to lead the strategic direction, policy development, implementation, and management of Minnesota Housing’s annual Single Family Request for Proposals (RFP), which is the agency’s largest and most comprehensive system for allocating state funding to construct and preserve homeownership opportunities that are affordable across Minnesota. The Single Family RFP incorporates multiple funding sources into a single “one stop shop” annual application process to select and fund as many projects as possible. The Single Family RFP Program Manager leads cross-division and cross-department teams and coordinates across Minnesota Housing departments and divisions to develop the process and create procedures and policies to efficiently use funding resources and maximize the number of selected real estate projects to directly advance Minnesota Housing’s mission.
Essential Job Duties
+ Establish and manage the Single Family RFP annual program timeline and project status, including internal and external deadlines.
+ Create complete and clear work products to meet funding and program requirements.
+ Make recommendations to Agency leadership and the Board of Directors for project selections and denials, including the type of funding for a given project proposal.
+ Coordinate within the Single Family division and with other Agency divisions, including Finance, Research, Legal, Community Development, Communications, and Business Technology Systems (BTS).
+ Represent the agency as a subject matter expert at trainings and conferences and provide technical assistance to external stakeholders across the state.
+ Coordinate and manage relationships with new or existing public funding and collaborating partners.
+ Create metrics to monitor progress in the Single Family RFP
+ Recommend changes to make the process more efficient and advance priorities identified in the Agency’s Strategic Plan.
+ Develop scoring criteria for the Single Family RFP in partnership with Agency Servant Leadership, policy, and legal teams.
+ Develop annual Single Family RFP application materials to improve usability and incorporate any statutory- or policy-driven changes.
+ Develop Single Family RFP training materials for applicants and reviewers, conduct training sessions, and track frequently asked questions.
+ Perform other duties as assigned.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. + **5 years of program management or grants management experience.**
+ **A Bachelor's degree business administration, housing, policy, or community development/planning, may substitute for 12 months of experience – or – a Master’s degree in the listed fields may substitute for 18 months of experience.**
+ **Knowledge of the policies and procedures of the Agency’s Impact Fund and Workforce and Affordable Homeownership Development programs.**
+ **Experience implementing a request for proposals or similar funding process.**
+ **Demonstrated experience leading a team.**
+ **Demonstrated skills to establish and maintain effective working relationships with partner and customer groups.**
+ **Demonstrated excellent written and verbal communication skills, including ability to comprehend and communicate complex information in plain language.**
+ **Demonstrated organizational, time management, interpersonal skills and dependability.**
+ **Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.**
Preferred Qualifications
+ Experience in grants management, including compliance with the State of Minnesota Office of Grants Management policies.
+ Experience in administering single family housing development or owner-occupied rehabilitation programs.
+ Experience in or knowledge of Minnesota Housing's single family homeownership housing programs, policies and procedures including the programs above.
+ Commitment to and experience with diversity, inclusion and equity.
