    Summary The Lead Medical Technician (Phlebotomist) is responsible for the provision of the overall support of the Miami Healthcare System, Pathology & Laboratory Medicine Services (P&LMS), the Broward Community Based Outpatient Clinics (CBOC) by collecting blood specimens and body fluids for laboratory clinical analysis for patients being treated at Miami VA Healthcare System. Responsibilities Duties consist of the following, but are not limited to: Responsible to ensure specimen collection, receipt, patient preparation and education for testing, ordering, shipping, and/or transportation. Responsible for the oversight of OPL technical operations, schedules, training, quality assurance/control and administration, directing and ensuring competency of personnel performing pre-analytical laboratory activities. Play a critical role in the accurate, reliable and timely test results of the clinical laboratory by overseeing the collection identification and handling of patient specimens. Responsible for the training and competency of employees performing phlebotomy at the Broward Community Based Outpatient Clinic. Provides professional leadership to outpatient laboratory by advice, council and instruction to employees on both technical work and administrative matters. Plans work to be accomplished by team, sets and adjust short-term priorities and assigns to work to employees based on difficulty of task(s), capability of the employee(s), status of work in progress, and/or work priorities. Keeps track of priorities and assures the work assignments are made to accomplish the workload. Keeps employees informed of management objectives keeps higher-level personnel informed of employees concerns and needs. Assists in the development of performance standards and evaluates work performance of subordinates with regard to standards set. Makes recommendations to Supervisor for promotions, reassignments, step increases, incentive awards, or special recognition. Trains personnel on phlebotomy techniques specimen processing, specimen accessioning, patient check in, specimen archival and retrieval systems. Participates with other units and management in planning for the utilization of resources of personnel, budget and space to meet the long- and short-term goals of the service in accordance with the priorities set. Assists in the development of procedures and establishes parameters for performance measures and trouble-shooting protocols for compliance with protocols. Evaluates, modifies, or adapts methods or revises standard techniques to improve direct patient relations, employee interactions and teamwork, phlebotomy and accessioning accuracy and work productivity. Organizes and plans the work of the outpatient laboratory to assure even workflow and distribution, revising plans as necessary to accomplish the required workload. Performs selected test analysis, problem solving, QC documentation, equipment preparation, and preventative maintenance, reacting to indicators of malfunctions, etc. Work Schedule: Monday-Friday 7:00am - 3:30pm, Holidays and weekends as needed. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupation Requirement (IOR): The Medical Technician, 0645 series has an Individual Occupation Requirement (IOR) which is a minimum qualification requirement. Specialized Experience: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. Preferred Experience: Prior Lead Phlebotomy Experience Foe the GS-06: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform proper specimen handling, and processing; Perform phlebotomy techniques and procedures with advanced comprehension of human anatomy and physiology; Manage staffing and the variety of work schedules, including of time and attendance regulations; Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled. At this level, specialized experience should include experience performing a variety of relatively standardized tests, examinations, and determinations. The procedures and techniques are well-established but involve many meticulous sequential steps to complete a test; and following written procedures which give carefully detailed instructions on each step of the assigned test and examinations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires minimal exertion such as standing for short periods of time, bending, standing, lifting (including moderately heavy boxes), walking, stooping and stretching. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
