    Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT (C600) of PEARL HARBOR NSY AND IMF. Responsibilities You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work. You will perform or advise on work in any of the phases or systems of budget administration. You will assign work to subordinates based on employee’s capabilities, priorities and difficulty. You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities depending on the needs of the organization. You will analyze and recommend costs and benefits of alternative methods of financial management of the organization’s programs and administrative operations to support the organization’s programs and activities. You will formulate budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities; review and evaluate budget requests; control, and reporting of obligations and expenditures. You will implement internal controls and provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities. You will utilize principles, practices, laws, and regulations of budgeting or financing. Requirements Conditions of Employment Qualifications GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing budgetary concepts, principles, laws and regulations to develop, recommend and implement budgetary and/or financial policies (e.g. Congressional legislation, executive orders, Office of Management and Budget (OMB), agency and departmental guidance.) for shipyard financial systems.
