General Description
This position is responsible for supervising the Director of Case Management, Director of Policy and Oversight and Director of Investigations. The position is also responsible for building and sustaining the legal framework that is crucial to the success of the Police Accountability Board’s operations. The General Counsel is responsible for: crafting policies and executing strategies that allow the Board to properly exercise its legal powers; ensuring the Board’s actions, policies, and procedures comply with relevant state, local, and federal law; providing legal support as requested to all staff within the agency. The General Counsel is responsible for supervising any and all legal staff assigned to the Executive Office. The General Counsel serves in the Board’s Executive Office and may perform the responsibilities of the Executive Director in the case of that person’s absence.
CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE.
Typical Work Activities
+ Provides supervision and management for the three direct service units of the PAB;
+ Plans, directs, and controls the administration and provision of legal services by the Executive Office of the Police Accountability Board;
+ Serves as the chief legal advisor of the Police Accountability Board and all its Divisions, Bureaus, and officers;
+ Supervises all attorneys staffing and Executive Office;
+ Ensures the Police Accountability Board complies with Freedom of Information Law, Open Meetings Law, and Board’s own operating rules, and all relevant ethical rules;
+ Reviews the Board’s rules and regulations to ensure they comply with local, state, and federal law;
+ Coordinates with other attorneys inside and outside of City government to provide the Police Accountability Board with all necessary legal defense and support before civil, criminal, and administrative tribunals;
+ Oversees the work of outside counsel representing the Board in litigation and other matters;
+ Serves as Executive Director in the latter’s absence.
Minimum Qualifications
Graduation from a law school of recognized standing, and six (6) years of experience as an attorney admitted to practice in New York State, two (2) years of which shall be in direct experience with supervising other attorneys.
