The Army Community Service (ACS) Centers provide a wide variety of support services to Army Servicemembers and their Family members to support their needs as they transition through career assignment/relocation, deployment, family events (e.g. birth or adoption), or family crisis. Services include pre-arrival and re-entry orientation to Soldiers coming back from long-term overseas deployments to Family member abuse intervention, marriage enhancement, and parenting support. The various components of the ACS Family Advocacy Program (FAP) support couples and Families through an intensive and comprehensive combination of services throughout the family cycle. They incorporate interventions which may include role modeling, mentoring, parenting education, support groups, individual and couples’ intervention, and information and referral to other military and civilian resources. These services contribute to mission readiness, support family adaptation to military life and are designed to enhance the knowledge and skills Families need to form healthy relationships and provide safe, nurturing environments for children.
Position Objective: The Project Manager/Analyst will serve as the primary GAP on-site supervisor overseeing all contractor support of the Army Community Service programs in Fort Cavazos and Fort Bliss. The PM will:
+ Ensure Performance Work Statement (PWS) tasks meet established standards.
+ Confirm that all personnel are properly trained and equipped to fulfill their responsibilities.
+ Maintain timely completion of all assigned tasks.
+ Oversee and uphold the Quality Control Plan (QCP) for the program.
+ Guarantee that all required deliveries are submitted on schedule.
+ Act as the direct liaison with the onsite client to align with program directives.
+ The PM will report directly to GAP HQ PMO.
Alternate Project Manager Responsibilities: The Alternate PM will provide essential support across the program as needed and assume all PM responsibilities in their absence.
Duties and Responsibilities:
+ Ability to effectively interface and communicate with Civilian and Military personnel at all levels.
+ Ability to demonstrate an understanding, sensitivity, and empathy for victims.
+ Ability to develop trusting helping relationships.
+ Ability to work effectively with individuals and Families from diverse racial, ethnic, and socioeconomic backgrounds.
+ Ability to intervene in crisis situations, using sound professional judgment, ethical practice, and common sense; ability to work independently to assess risk, develop, implement, and evaluate safety and intervention plans to meet victims’ needs; and the ability to operate within established guidelines of the ACS Programs to include FAP, Relocation Readiness Program (RELO) / Information & Referral (I&R), Employment Readiness Program (ERP), Mobilization and Deployment (MOB/DEP), Financial Readiness Program (FRP) / Army Emergency Relief (AER) and Army Family Team Building (AFTB).
+ Ability to conduct briefings with small and large groups of Civilians, Soldiers and commanders.
+ Ability to work cooperatively with Military and Civilian medical, social service, law enforcement, and legal personnel on behalf of victims.
+ Ability to maintain a valid, unrestricted motor vehicle license.
+ Ability to perform all contractual duties, which may include transporting, lifting and setting up displays; and standing and walking during activities that involve domestic abuse prevention and response.
Basic Qualifications:
+ Have a minimum of a bachelor’s degree in social work, psychology; marriage, family, and child counseling; counseling or behavioral science; sociology, education; community health or public health, business management, human resources, or criminal justice.
+ Demonstrate five (5) years of skills management and the supervision of personnel.
+ Minimum of one year of experience working in a Military Family Support Center (FSC); or Civilian social service agency serving Military Families.
+ Working knowledge of Family violence dynamics, safety planning, risk assessments, local community resources, and federal and state laws pertaining to domestic abuse, Family law and the Victim Rights Bill.
+ Must be able to obtain a CAC
+ Must receive a favorable NACI inquiry
Minimum Qualifications:
+ Have prior Military experience or experience with Military Family programs and non-clinical case management (preferred).
+ Computer literacy to include the basic computer skills necessary to enable them to prepare briefing slides and program documentation, enter data in required management reports and utilize information systems to prepare required reports and information.
+ Possess good analytical skills, time management, and be an independent thinker.
+ Working knowledge of Military protocol when addressing Officers, Non-Commissioned Officers (NCOs) and Government personnel.
