    _* This position is eligible for telework to applicants who reside in Minnesota or in a bordering state to Minnesota and live 50-miles or less from the primary/principal work location. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time._

    This position exists to lead the Homelessness, Housing and Support Services Administration (HHSSA) efforts to promote and maintain positive working relationships with the Tribal Governments and American Indian communities, both tribal and urban, related to HHSSA’s regulatory and program integrity missions. This includes work related to grant administration, program development, and program integrity oversight. It also involves providing policy direction to the administration and technical assistance to Tribal Governments and American Indian homelessness and housing programs statewide. Collaborating closely with the Department of Human Services (DHS) Office of Indian Policy and DHS Tribal Liaisons, this role ensures seamless coordination and alignment of efforts associated with Tribal Government engagement.

    Responsibilities include, but not limited to:

    + Manage and provide leadership on HHSSA’s engagement with Tribal Nations and American Indian Communities across the state.

    + Foster the HHSSA’s partnerships with Tribal Nations and American Indian communities.

    + Lead the development of agency, interagency and interdepartmental policy initiatives, and legislative proposals to ensure a continuum of services that support and strengthen services and programming for American Indians.

    + Develop training materials and resources to build and promote the engagement and sovereignty of Tribal Nations for DHS, Tribal Nations, counties and providers.

    Minimum Qualifications

    _To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._

     

    Three (3) years specialized experience working with various level of government affecting Tribes and American Indian Communities promoting the interest housing and support services.

    Experience must demonstrate:

    + Knowledge of human service delivery systems, and federal and state programs as they occur on tribal lands.

    + Knowledge of State and local service delivery systems and funding streams for homeless and housing services, older adults, adult and children with disabilities, and mental health and chemical health treatment

    + Experience with public benefits, programs and services such as Social Security advocacy services, MN Supplemental Aid, General Assistance, Emergency General Assistance, Housing Stabilization Services, Housing Support Program, and homelessness and housing grant programs

    + Lived experience in an urban American Indian community impacted by housing and mental health delivery services or experience working with American Indian communities providing supportive services.

    + Understanding of the roles and relationships of county, state, tribal, federal and community partners.

    + Project and/or program management experience.

    Preferred Qualifications

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Experience working with Tribal Nations and/or American Indian Organizations and Programs.

    + Actively involved in the American Indian’s communities.

    + Trained at facilitating group dynamics and coalition building to reach a consensus.

    + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing.

    + Strong presentation skills and experience facilitating discussions to guide, solicit and explore diverse perspectives.

    + Ability to direct the execution of work plans and processes, anticipate and address problems, evaluate program and system results, and execute appropriate follow-up.

    + Experience developing, reviewing, and providing technical assistance on legislative proposals.
