_This position is eligible for telework to applicants who reside in Minnesota or a bordering county along the Minnesota state line. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time._

MNsure is seeking a highly skilled Enrollment and Plan Data Analyst to lead and support critical data-driven initiatives that impact healthcare access across Minnesota. In this role, you will provide leadership, advanced technical expertise, and project management, while serving as a subject matter expert in the analysis and application of MNsure’s enrollment and health plan data.
As a key contributor, you will be responsible for tracking enrollment trends, evaluating changes to qualified health and dental plans, and generating insights that directly support MNsure’s budget forecasting, legislative and policy initiatives, and compliance with state and federal requirements.
The ideal candidate is a strategic thinker and team-oriented problem-solver, skilled in complex data analysis and effective at translating data-driven insights for a wide range of audiences.
Responsibilities may include:
+ Lead the development and ongoing monitoring of data metrics and reporting tools to support MNsure’s compliance with state and federal requirements, evolving business needs, and long-term strategic goals.
+ Oversee the development, testing, and implementation of new data reporting functionalities, ensuring accuracy and timely delivery.
+ Create and maintain clear, professional documentation of data processes, workflows, and decision-making, tailored for both technical (IT) and business stakeholders.
+ Ensure all reporting outputs are accurate, timely, and actionable to inform key organizational decisions and public policy initiatives.
+ Manage MNsure’s annual passive renewal enrollment project, ensuring timely execution and data integrity.
+ Serve as a lead team member in the production of IRS Form 1095-A, supporting accurate and timely federal tax form delivery.
Minimum Qualifications
Four (4) years of professional experience in data analysis, reporting, or evaluation, preferably within an insurance or government setting, demonstrating the following:
+ Proven ability to work with complex data sets, perform trend analysis, and develop actionable insights.
+ Experience using data analysis and reporting tools such as SQL and Excel.
+ Strong written and verbal communication skills, including the ability to present data findings clearly to technical and non-technical stakeholders.
+ Demonstrated ability to manage multiple projects, prioritize deadlines, and work independently and collaboratively across teams.
A bachelor's degree in Public Health, Public Administration, Business Administration, Public Policy, Computer Science, Healthcare Delivery or Planning, or a closely related field may substitute for one(1) year of career experience.
Preferred Qualifications
+ Direct experience working with Affordable Care Act (ACA) programs, including Qualified Health Plans (QHPs) and the production of IRS Form 1095-A.
+ Familiarity with state and federal reporting requirements related to health insurance exchanges or public health programs.
+ Experience analyzing and managing healthcare enrollment data in a complex organizational or government setting.
+ Proven project management experience, including coordination of cross-functional teams and oversight of data or reporting deliverables.
+ Knowledge of MNsure systems or other state-based health insurance marketplaces and related data infrastructure.
