    Job Announcement

     

    Under the broad guidance of the Library Board and general administrative direction of the Library Deputy Director, assists in developing management policy, strategic goals, and objectives for the agency. Provides oversight for collection services and acquisitions, cataloging, and processing, which is responsible for purchasing and processing the library's collection. Provides system leadership on collection issues ensuring alignment with the FCPL strategic plan. Work towards innovative, creative solutions for Technical Operations services and material management. Balance and support digital material options and solutions in addition to print. Responsible for the strategies and metrics used to measure aspects of the collection, collection usage, and staff workloads. Ensures collection related metrics are incorporated appropriately into library and County metrics.

    Salary: The selected applicant's starting salary offer will be in the minimum to midpoint range ($103,673.02 - $142,550.51) of the advertised compensation range. Compensation rules apply per County personnel regulations for current Fairfax County Government and Fairfax County Public Schools employees.

     

    Schedule: Scheduling flexibility is imperative; occasional overtime may be required. The schedule may also vary depending on the needs of the library.

    Illustrative Duties

    + Supervises a staff of professionals and has overall responsibility for all programs within their assigned functional area;

    + Supervises preparation of the division's budget, participates in presentation of the budget to the Library Board, and monitors program expenditures;

    + Evaluates and reports on the effectiveness of division programs;

    + Conducts service needs assessments;

    + Prepares, presents, and is held accountable for implementation of the Library's strategic plan as it relates to the assigned functional area(s);

    + Ensures that division plans and programs complement agency goals and objectives;

    + Provides an independent liaison with, and support to the Library Board and other boards and commissions for issues with in the assigned functional area(s);

    + Provides staff support to the Library Board;

    + Oversees special project work directed by the Board of Supervisors, Library Board and/or agency director;

    + Represents the agency in meetings with public and private-sector officials and citizen groups.

    Required Knowledge Skills and Abilities

    + Extensive knowledge of the principles, methods and challenges of organization and management;

    + Thorough knowledge of the principles and practices of public administration;

    + Knowledge of the principles and practices of the assigned functional area;

    + Oral and written communication skills;

    + Demonstrated skills in needs assessment and strategic planning;

    + Ability to plan and direct the activities of a large staff;

    + Ability to plan and conduct staff development programs.

    + Ability to evaluate programs against pertinent standards;

    + Ability to prepare and present clear, concise financial and administrative reports;

    + Ability to develop and evaluate budget requests and project future expenditures;

    + Ability to work independently and as part of a team;

    + Ability to keep abreast of developments in the field;

    + Ability to establish and maintain effective working relationships peers, other County employees, Board members, public and private sector officials and citizen groups.

    MINIMUM QUALIFICATIONS:

    Graduation from an accredited college or university with a bachelor’s degree in library science, business administration, recreation, park management, or related field; plus five years of progressively responsible managerial experience in the field of library science, business administration, recreation, park management, or related field, to include two years of experience supervising professional staff.

    NECESSARY SPECIAL REQUIREMENTS:

    The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.

    PREFERRED QUALIFICATIONS:

    + Master’s degree in library science.

    + Three or more years of public library experience.

    + Three or more years of supervisory experience.

    + Customer service skills and experience managing multiple priorities, tasks and projects with competing deadlines.

    + Experience operating in a team environment with shared responsibilities.

    + Experience with contracting and evaluating vendor performance.

    + Experience with acquisition models and ontologies used in public libraries.

    + Experience providing front-line customer service, which includes responding to internal and external customer inquiries face-to-face, by telephone, and in writing.

    PHYSICAL REQUIREMENTS:

    Ability to input, access, and retrieve information from a computer. Ability to travel to various locations throughout Fairfax County to provide coverage, attend meetings and trainings. Ability to communicate effectively in person, in writing and via phone. Physical requirements are applicable to all duties. All duties performed with or without reasonable accommodations.
