    The Parking Operations Planning and Analysis (Parking Operations) division of DOT’s Traffic Operations handles all parking tasks related to the city’s 14,000 meters, mobile parking payment app, seven (7) garages, and off-street parking permits. Parking Operations generates over $265M in annual revenue, manages $32M OTPS budget and $30M capital budget, over 350 employees in 9 operational groups, including equipment, vehicles and inventory.

     

    Parking Operations seeks an experienced, knowledgeable, and flexible candidate to serve as Executive Director (ED) of the Finance Group within Parking Operations. The selected candidate would report to the Assistant Commissioner and be tasked with guiding and overseeing all aspects of the revenue and financial-related functions of the Division, which includes revenue reporting, reconciliation, adjustments, budget and fiscal, contract administration, and customer service. The four units reporting to the ED are responsible for reporting revenue generated by Parking’s programs (meters, payment app, garage parking and quarterly permits), adjusting customers’ transactions, analysis and projection of revenue for annual targets and PEGs, sales of permits, budgeting and spending to support the operations, contract administration, in addition to the managerial and human resources aspects of this work group. The revenue reconciliation unit monitors, analyzes, reconciles, adjusts, and reports on all revenue received from all the different sources and payment types, which bring in over $265 million annually.

     

    The Finance Group consists of 30 employees performing important and responsible tasks that are required to adhere to City Comptroller’s Directives. The ED will oversee, manage and guide employees engaged in reconciling cash collected from meters and garages; credit card payments at meters and via mobile app, garage parking; check payments for permits and licensing space use of our parking lots. Additionally, assist and guide the complex modelling and revenue generation projections and analyses. Liaise with DOT central Budget and OMB as needed. The ED will also be responsible for banking activities and liaising with the Department of Finance counterparts to set up bank accounts, credit card Merchant accounts, manage migration from credit card processors from one to another, address and escalate issues specific to credit card settlements and funding with processors and vendors.

    Hours/Shift: 35hrs/Monday-Friday, 9am-5pm

    ADMINISTRATIVE STAFF ANALYST - 1002E

    Qualifications

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

    Salary Min: $115,131.00
